Principal ELSUR Collections Software Engineer

RESPONSIBILITIES

Kforce has a client in Quantico, VA that is seeking a Principal ELSUR Collections Software Engineer to lead the design, development, and maintenance of complex electronic surveillance (ELSUR) collection systems. This role supports lawful telecommunications intercept operations, including pen register/trap and trace (PRTT) and audio collection capabilities, while ensuring compliance with data security, integrity, and retention requirements.

Key Responsibilities

• Lead software engineering efforts for large-scale ELSUR collection systems
• Develop requirements, technical designs, flowcharts, and software solutions
• Design, develop, test, debug, and enhance custom applications and databases
• Support lawful intercept collection platforms, including PRTT and audio collection
• Ensure compliance with security, integrity, and data retention requirements
• Create program and user documentation
• Collaborate in a fast-paced, highly agile operational environment

REQUIREMENTS:

• BS in Software Engineering or related field with 12+ years of experience, or MS in Software Engineering or related field with 10+ years of experience, or PhD in Software Engineering or related field with 8+ years of experience
• 12+ years of software engineering, application development, or database systems experience
• 6+ years of experience developing complex software solutions and analyzing functional requirements
• 1+ years of experience supporting ELSUR collection systems
• 1+ years of experience ensuring ELSUR-related data security, integrity, and retention compliance
• Experience with C++, C#, Perl, Python, JavaScript, database management, and business application design
• Experience with SIP (Session Initiation Protocol) and MySQL
• Experience working in operational, mission-critical, Agile environments
• Cloud technology experience preferred

The pay range is the lowest to highest compensation we reasonably in good faith believe we would pay at posting for this role. We may ultimately pay more or less than this range. Employee pay is based on factors like relevant education, qualifications, certifications, experience, skills, seniority, location, performance, union contract and business needs. This range may be modified in the future.

Hourly employees are not eligible for paid time off unless required by law. Hourly employees on a Service Contract Act project are eligible for paid sick leave.
