Tooling Engineer - Harness

Must Have Technical/Functional Skills

Software Delivery Platform Ownership Harness

Platform Ownership: Own the Harness platform as the enterprise delivery platform: architecture, configuration standards, RBAC and governance model, module adoption roadmap, and the vendor relationship.

CI: Establish reusable pipeline templates and shared libraries, build caching and parallelization standards, and CI patterns that optimize build times as the organization scales.

CD: Define deployment strategies (progressive, canary, blue-green), GitOps workflows, environment and artifact promotion paths, approval gates, and change-control evidence required for regulated payment workloads.

STO (Security Testing Orchestration): Orchestrate SAST, DAST, SCA, container, and secrets scanning across pipelines. Partner with AppSec to set severity thresholds, determine blocking vs. advisory policies, and manage exemption workflows and remediation SLAs.

SEI (Software Engineering Insights): Define engineering delivery metrics (DORA, flow, lead time, review latency) and maintain strict guardrails to identify system-level constraints rather than individual evaluations.

CCM (Cloud Cost Management): Deliver cloud cost visibility, budgets, anomaly detection, non-production auto-stopping, and showback/chargeback to product lines, connecting architectural decisions to unit economics.

Governance: Set policy-as-code standards to ensure pipeline governance is versioned, reviewable, and auditable.

SDLC Toolchain

Own the broader delivery toolchainsource control, issue tracking, artifact management, static analysis, and test infrastructureincluding integration architecture, licensing, upgrades, migrations, and tool consolidation.

Define "golden paths" to provide documented, supported, and standardized commit-to-production workflows across engineering teams.

AI in the Engineering Workflow

Establish frameworks and safety controls for leveraging AI tooling across design, code generation, testing, and documentation (evaluation criteria, human review requirements, data handling standards, and production governance).

Required Qualifications

10+ years of experience in software engineering, solution architecture, or platform engineering, including senior architecture leadership on distributed, high-availability systems.

Experience in payments, fintech, merchant services, or comparably regulated transaction-processing domains.

Proven enterprise ownership of CI/CD platforms (Harness, GitLab, Azure DevOps, GitHub Actions with Argo/Spinnaker, or Jenkins at scale), including pipeline-as-code, templating, RBAC, secrets management, and multi-team governance.

Experience integrating security scanning into delivery pipelines and establishing effective policy gates.

Strong working command of engineering delivery metrics (DORA or equivalent) and their appropriate organizational use.

Deep expertise in API and integration architecture: REST, asynchronous messaging, event-driven patterns, and API lifecycle governance.

Strong hands-on experience with cloud-native architecture and Kubernetes in production environments.

Proven track record of cross-functional technical leadership and executive stakeholder communication.

Preferred Qualifications

Hands-on experience across multiple Harness modules, particularly STO, SEI, or CCM.

Experience implementing policy-as-code (OPA/Rego or comparable).

Cloud cost management or FinOps practice ownership, including showback/chargeback implementations.

Experience applying generative AI or agentic development patterns to engineering workflows with governance controls.

Architecture leadership for large-scale API ecosystems, partner platforms, or merchant-facing onboarding.

Experience with PCI DSS-aligned controls, IAM, or fraud/risk integrations.

Hands-on development experience with .NET, Java, Go, or Node.js; proficiency with GitHub or the Atlassian toolchain.
