Project Manager 1 – Scrum Master

Position Summary

We are seeking a proactive and adaptable Scrum Master to support the E-ZPass delivery team by facilitating Agile ceremonies, maintaining team alignment, and ensuring visibility into delivery progress, priorities, risks, and blockers.

This role combines Agile facilitation with hands-on delivery operations, including Azure DevOps work item creation, backlog maintenance, documentation, metrics reporting, and cross-team coordination. The Scrum Master will work closely with the Development Manager to support execution, mitigate risks, resolve impediments, and drive continuous improvement.

The ideal candidate has strong Agile fundamentals, hands-on Azure DevOps experience, excellent communication skills, and the ability to investigate issues before escalating them.

Key Responsibilities

• Facilitate Scrum ceremonies, including daily stand-ups, sprint planning, sprint reviews, and retrospectives.

• Support Agile team practices, collaboration, accountability, and continuous improvement.

• Maintain backlogs, user stories, tasks, work items, and dashboards using Azure DevOps or similar Agile management tools.

• Create, refine, and maintain Azure DevOps cards and supporting documentation.

• Track and report Agile delivery metrics, including velocity, burndown, sprint progress, risks, blockers, and overall project status.

• Document meeting outcomes, action items, decisions, risks, and status updates accurately and promptly.

• Investigate issues, gather relevant information, identify potential root causes, and attempt appropriate resolution before escalating.

• Collaborate regularly with the Development Manager to maintain team alignment and support delivery commitments.

• Coordinate dependencies, risks, and work activities across multiple teams.

• Identify process gaps and recommend practical improvements to team workflows and delivery practices.

• Maintain accurate, transparent, and timely reporting for stakeholders and leadership.

• Balance Agile facilitation with hands-on project coordination, documentation, and operational support.

Required Qualifications

• 3–5 years of experience working as a Scrum Master supporting Agile delivery teams.

• At least 3 years of experience facilitating Scrum ceremonies and supporting Agile frameworks and practices.

• Strong understanding of Agile values, principles, team collaboration, and continuous improvement.

• At least 3 years of experience using Azure DevOps or similar Agile work management platforms.

• Hands-on experience creating and managing user stories, tasks, work items, and backlogs.

• Experience tracking Agile delivery metrics and maintaining project dashboards and status reports.

• Experience with project documentation, action-item tracking, and administrative delivery support.

• Ability to investigate issues and potential root causes before escalating them.

• Experience coordinating dependencies and communicating across technical teams.

• Ability to balance Scrum Master responsibilities with day-to-day delivery operations.

• Certified ScrumMaster (CSM) certification is required.

• Strong written and verbal communication, organization, problem-solving, and stakeholder management skills.

Preferred Qualifications

• Project Management Professional (PMP) certification.

• Experience supporting large enterprise technology projects.

• Experience working in government or public-sector environments.

• Familiarity with Agile maturity initiatives, Agile transformations, or process improvement programs.

• Experience collaborating with development teams and technical managers in software delivery environments.
