Job Description
The Program Manager is responsible for the directing, controlling, and administrating contracts that support work performed by the Office of Developmental Programs (ODP). The incumbent must ensure that contracts are managed on schedule and that the final product meets the needs of the business and establishes quality requirements. The incumbent builds and maintains relationships among stakeholders to understand the structure, policies, and operations of ODP, and to recommend solutions that enable ODP to achieve its goals.
Tasks
· Directs and participates in the development of Statements of Work and other procurement processes for contracted supports, using the mission of ODP and programmatic needs as the focus of these documents.
· Plans, organizes, prioritizes and manages ODP contracts as assigned.
· Serves as the primary point of contact for contract development and implementation
· Participates as a member of workgroups to identify requirements for contract documents.
· Contract monitor for assigned contracts.
· Manages Money Follows the Person (MFP) funds allocation and project assignment mapping.
· Manages work orders and settlement agreements.
· Reviews, analyzes and evaluates contractor service delivery to assure deliverables and performance standards are being met.
· Performs quality control functions, detailed reviews and approval of invoices and expenditures.
· Works as a liaison between other agencies, such as Procurement and Comptroller.
· Analyzes invoicing data and utilizes the analysis to help project future budgetary and program needs.
· Consults and provides technical assistance to contractors, ODP staff, and other program offices related to contracts.
· Communicate with Subject Matter Experts (SMEs) to ensure contracts are detailed and meet the requirements.
· Communicates updates to leadership related to contracts including risks such as barriers in delay of execution.
Essential Functions, Skills and Experience:
· Interprets contract requirements
· Ability to clearly communicate orally and in written fashion
Possesses strong organization and writing skills
· Strong attention to details and numbers/analysis of budgets and delivery of services
· Strong interpersonal/relationship building skills
· Work independently and prioritize multiple projects effectively and efficiently.
· Facilitation of group discussions
· Project time-line development
- Experience developing Quality-of-service (non-functional) requirements – i.e. requirements that do not perform a specific function for the business requirement but are needed to support the functionality
- Experience creating workflows
- At least two years of experience performing contract management functions
- Ensures adherence to procurement requirements and regulations.
