General Summary
The Human Resources Recruiting Specialist is responsible for coordinating and administering recruitment and onboarding processes throughout the organization. This position partners with hiring managers throughout the recruitment and selection process, supports onboarding activities, ensures compliance with applicable employment laws and policies, and participates in recruitment outreach, employment reporting, and Human Resources projects and initiatives.
Manage full-cycle recruitment, including job postings, candidate sourcing, applicant screening, interviews, candidate communications, assessments, and selection processes. Partner with hiring managers to identify staffing needs, develop recruitment strategies, evaluate candidate qualifications, and support selection decisions. Provide guidance to hiring managers throughout the recruitment and selection process and ensure compliance with applicable employment laws and policies.
Facilitate recruitment and selection processes, including candidate evaluations, interview panels, and selection recommendations. Administer pre-employment and onboarding processes, including employment offers, background checks, drug screenings, I-9 compliance, and new hire paperwork. Develop and maintain relationships with educational institutions, employment agencies, professional associations, and community organizations and represent LTD at job fairs, recruiting events, and community outreach activities.
Maintain applicant tracking system (ATS) records, employment files, recruitment metrics, and employment reports. Stay current on recruitment practices, labor market trends, and applicable federal and state employment laws. Respond to routine inquiries and refer questions to appropriate HR staff. Assist with onboarding, training, employee events, and other Human Resources programs and initiatives. This position has no direct supervisory responsibilities but does serve as a coach and mentor for other positions within their department and others across the district.
This position Supports procurement activities in accordance with District policies and procedures. Years of experience can substitute for education and course work. Minimum three (3) years of experience in recruiting, talent acquisition, human resources, or a related field. Experience with full-cycle recruitment and selection processes, applicant tracking systems (ATS), human resource information systems (HRIS), and recruiting technology. Bachelor's degree in Human Resources, Public Administration, Business Administration, Organizational Development, Communications, or a related field.

Federal and state employment laws, regulations, and compliance requirements related to recruitment and hiring. Recruitment, interviewing, candidate assessment methods, and selection practices. Human Resources and recruiting principles, practices, terminology, and records management requirements. Applicant Tracking Systems (ATS), Human Resource Information Systems (HRIS), and recruitment technology. Business communication, customer service, and relationship management practices.
Microsoft Office and other business software applications. Full-cycle recruitment, candidate assessment, and onboarding coordination. Building collaborative relationships and providing guidance to hiring managers and stakeholders. Developing recruitment materials, evaluating candidates, and supporting selection processes. Communicating effectively, both orally and in writing. Using ATS, HRIS, Microsoft Office, and other technology for accurate recruitment documentation.
Working Conditions & Expected Hours

Work is performed primarily in an office environment and requires frequent interaction with applicants, employees, hiring managers, and community partners. Department operating hours are Monday through Friday from 7:00 a.m. Work schedules are based on department needs and may require flexibility to maintain coverage and support operations.
May be required to attend meetings, recruiting events, and other work-related activities outside of regularly scheduled hours. Travel
Travel within the metropolitan area is required. Occasional travel outside of the region may be required. Communications and discussions support hiring, recruitment, and employment-related decisions and require the exercise of sound judgment and discretion.
