Data Manager, Journeyman - TS with Security Clearance

DCS has an exciting opportunity for a Data Manager providing support to the Command, Control, Communications, and Battle Management Division (C3BM). Command, Control, Communications, and Battle Management (C3BM) has been tasked with delivering an integrated Department of the Air Force (DAF) Battle Network providing resilient decision advantage and enabling the USAF, USSF, Joint, and Coalition Force to win against the pacing challenge. C3BM supports execution in many different focus areas.

C3BM's main efforts are Architecture and Systems Engineering (ASE), Operational Response Team (ORT), and multiple mission integration teams such as Air, Maritime and multiple acquisitions consisting of both the Advanced Battle Management System (ABMS) and Space. This is a full-time position at Hanscom AFB, Bedford, MA.

Essential Job Functions: The candidate shall provide comprehensive Data Manager support to plan, develop, implement, and administer information systems used for the acquisition, storage, and retrieval of data. Duties include compiling data, performing detailed data analysis, and creating specialized reports. Deliverables may include reports, tracking tools, and synopses of analytical findings. The top priority for this role will be Metadata Development and Knowledge Management implementation. Duties include but not limited to: Data & Records Management

• Generate and evaluate equipment accountability and inventory logs and reports.
• Organize, manage, and maintain the status of CDRL items, including receiving, sending, recording activity, and reporting activity to Government staff.
• Support data calls, review CDRLs, monitor contractor compliance, and manage data item deliveries.
• Oversee, perform, and report versions and staffing for government documents.
• Provide CM/DM input to acquisition documentation (SOWs, SOOs, PWSs) for the ASE division.
• Provide input to, maintain, and collaborate on records management plans.
• Perform and report records management duties per program office plans.
• Document and deliver file plans.
• Maintain various electronic files and websites using web-based applications.

Configuration & Change Management

• Track and manage Change Requests (CRs), Discrepancy Reports (DRs), and Problem Reports (PRs).
• Conduct and support Functional and Physical Configuration Audits (FCAs/PCAs).

Data Analysis & Database Development

• Analyze and recommend data requirements and specifications.
• Design, normalize, develop, install, and implement databases.
• Maintain, monitor, tune performance, and manage database backup/recovery.
• Install, configure, and maintain database management systems software.
• Analyze and plan for changes in data capacity requirements.
• Develop and administer data standards, policies, and procedures.
• Develop and implement data mining and data warehousing programs.
• Evaluate and recommend new database technologies and architectures
• Cybersecurity & Compliance
• Ensure rigorous application of cybersecurity and information security policies, principles, and practices in delivering data management services.

Microsoft SharePoint Administration

• Provide technical support for the SharePoint environment, including assessment and implementation of new capabilities.
• Configure SharePoint services and settings.
• Document SharePoint configuration and architecture.
• Manage site quotas, file size limits, and content databases.
• Review and monitor usage reports.
• Administer and maintain sites, layout, structure, and content.
• Provide SharePoint user support.

Required Skills: Due to the sensitivity of customer related requirements, US Citizenship is required. High School Diploma plus 16 years of experience. Must have and be able to maintain a Top-Secret Level Clearance and have current SCI eligibility.

Desired Skills: Bachelor's or Master's Degree in a related field and 3+ years of experience with 3+ years of experience in the DoD.

• CM experience within the DoD environment
• Experience performing hardware and software configuration audits
• Experience with CM tools supporting inventory control, version control, data duplication, and media labeling
• Experience producing release notes and CM reports
• Understanding of the configuration change control process, CCB roles, and change documentation
• Experience performing baseline administrative activities for multiple environments
• Experience developing briefings for management
• Understanding of all phases of the software development life cycle
• Ability to enter and manipulate data in databases (Lifecycle Management Process, Microsoft Access, SharePoint)

Technical Skills:

• Proficiency in data management, metadata development, and knowledge management
• Experience with database design, normalization, installation, tuning, backup, recovery, and capacity planning
• Ability to administer data standards, mining programs, warehousing, and analysis
• Skill in performing CM/DM tasks, including audits, baselines, file plans, and CDRL tracking
• Experience maintaining CM tools for inventory control and version management
• Familiarity with SharePoint administration, layout management, content databases, quotas, and configurations
• Understanding of software development life cycles and change control processes
• Ability to analyze data requirements and develop specifications for acquisition programs

Interpersonal Skills:

• Ability to collaborate effectively with Government staff, contractors, and integrated teams
• Strong written and oral communication skills, including technical writing and documentation
• Ability to provide user support and interface professionally with stakeholders
• Ability to organize, track, and manage multiple data products, reports, and record systems
• Capable of briefing management and supporting coordination/staffing activities

Pay Range and Benefits: There are a variety of factors that can influence salary at DCS Corp, including but not limited to, geographic location, Federal Government contract labor categories and wage rates, relevant prior work experience, specific skills and competencies, education, and certifications.
