Job Description

Are you a hands-on financial leader who thrives on accuracy, compliance, and driving financial integrity? We are seeking a highly skilled Accounting Manager to take full ownership of our corporate financial operations.

In this role, you will manage our financial health from the ground up - handling everything from daily transactional entries to high-level executive reporting, while ensuring strict compliance with federal standards.

POSITION SUMMARY

The Accounting Manager is responsible for the independent execution, management, and oversight of all financial, accounting, payroll, and contract-compliance activities for the corporation. This position ensures that all financial systems, practices, and records conform strictly to Generally Accepted Accounting Principles (GAAP), Federal Acquisition Regulations (FAR), Defense Contract Audit Agency (DCAA) guidelines, and Cost Accounting Standards (CAS). The Accounting Manager handles full-lifecycle accounting from primary transactional data entry to high-level executive financial reporting.

KEY RESPONSIBILITIES

Contract Accounting & Compliance

  • Maintains and audits the company’s cost accounting structure, ensuring precise segregation of Direct Costs, Indirect Costs (Fringe, Overhead, G&A), and Unallowable Costs per FAR Part 31.
  • Calculates, monitors, and adjusts provisional billing rates and final indirect cost rates annually.
  • Monitors contract funding thresholds, performing continuous "burn-rate" analysis; drafts and submits formal Limitation of Funds/Limitation of Cost notices to Government Contracting Officers (COs) when contracts reach 75% funding depletion.
  • Serves as the primary Point of Contact (POC) for all external audits, including DCAA pre-award survey, accounting system audits, Incurred Cost Submissions (ICS), and CPA year-end reviews.

Timekeeping, Labor Distribution, & Payroll

  • Processes end-to-end multi-state payroll semi-monthly via external processor (Paychex), verifying all tax withholdings, 401(k) matches, SCA (Service Contract Act) health & welfare fringes, and benefit deductions.
  • Acts as the corporate Timekeeping Administrator. Audits daily employee timesheets to enforce strict DCAA-compliant timekeeping policies, ensuring timely submission, digital signatures, and documented justification for corrections.
  • Executes monthly Labor Distribution processes, systematically dispersing labor clearing accounts and reconciling payroll records precisely to the General Ledger.
  • Manages corporate leave administration tracking, reconciling Accrued Paid Time Off (PTO) liabilities.

Revenue Cycle, Billing & Accounts Receivable

  • Reviews and manages aging Accounts Receivable; investigates billing discrepancies with Government Payment Offices and Defense Finance and Accounting Service (DFAS) to minimize Days Sales Outstanding (DSO).

Expenditure Cycle & Accounts Payable

  • Manages the full accounts payable lifecycle: receives, codes, routes for approval, and enters all vendor and subcontractor invoices.
  • Reviews subcontractor invoices against signed subcontracts to verify hours billed do not exceed authorized ceilings and rates align with agreed-upon labor categories.
  • Audits employee expense reports for compliance with corporate travel policies and federal Joint Travel Regulations (JTR) regarding allowable lodging and per diem rates.
  • Executes weekly cash disbursements via ACH, wire transfer, or check, ensuring optimal cash-flow preservation.

Month-End Close & Financial Reporting

  • Executes the complete monthly closing cycle.
  • Prepares and posts journal entries, including depreciation, prepaids, accrued liabilities, and revenue recognition adjustments.
  • Conducts comprehensive monthly reconciliations of all balance sheet accounts, bank statements, and corporate credit cards.
  • Prepares formal monthly financial statements (Balance Sheet, Income Statement, Cash Flow Statement) alongside project-level profitability reports for presentation to executive leadership.

QUALIFICATIONS

Education

Bachelor’s degree in Accounting, Finance, or Business Administration with a concentration in Accounting required.

Experience

A minimum of five (5) years of progressive corporate accounting experience, with a strict requirement of at least three (3) years working inside a federal government contracting environment.

Required Qualifications, Skills & Competencies

  • U.S. Citizenship (in accordance with federal contract eligibility and clearance requirements).    
  • Must be able to successfully pass a comprehensive background check and be able to obtain and maintain a Public Trust clearance.
  • Specialized DCAA-compliant ERP experience (e.g., Unanet or Deltek Costpoint with a GovCon compliance overlay).
  • Advanced mastery of Microsoft Excel (Index/Match, VLOOKUP, Pivot Tables, logical arrays, and conditional formulas).
  • Working knowledge of government portals (SAM.gov, PIEE/WAWF, IPP).
  • Advanced knowledge of FAR Part 31 (Contract Cost Principles and Procedures).
  • Comprehensive understanding of the Service Contract Act (SCA) wage determinations and compliance.
  • High-level analytical capacity to spot variances, trends, and anomalies in complex financial datasets.
  • Strong written communication skills; able to produce clear, polished documents for both internal and external audiences.
  • Proficiency in Microsoft Office Suite (Word, PowerPoint, Excel) required, Adobe Acrobat and SharePoint experience a plus.
  • Highly organized with strong attention to detail and the ability to meet deadlines consistently.
  • Resourceful and self-directed; able to navigate ambiguity and take ownership in a lean organizational structure.
