Job Title - Technical Program Manager

Employment Type: Contract (12 Months+)

About the Role

We''re seeking a Senior Technical Program Manager to lead complex, cross-organizational technical programs from conception through delivery. This is a hands-on technical PM role — you''ll bring enough engineering fluency to estimate timelines, assess feasibility and technical risk, guide cross-functional engineering teams, and respond to security escalations, not just track schedules. You''ll partner with engineering, product, and business stakeholders to align priorities, drive process improvements, and keep moderately complex programs on time and on scope.

What You''ll Do

  • Lead technical programs and cross-organizational initiatives end-to-end, managing scope, timelines, dependencies, and risk
  • Leverage technical knowledge to assess feasibility, estimate program timelines, and determine resourcing
  • Participate in rapid response to security escalations and incident management — identifying risks and driving mitigation to resolution
  • Drive process improvements and automation opportunities using Agile / SAFe methodologies
  • Build and maintain program documentation — status reports, program plans, KPIs, retrospectives
  • Facilitate collaboration across internal and external stakeholder teams, driving consensus and clear communication
  • Partner with development teams to enhance reports, dashboards, forecasts, and tools
  • Manage change across priority, scope, scheduling, and requirement shifts

What You''ll Bring

  • 8+ years leading large technical programs from conception to delivery — OR a Bachelor''s in Computer Science, IT, Business Administration, Software Development, Electrical/Hardware Engineering, or a related field plus 4+ years
  • Proven ability to manage complex, cross-functional, matrixed programs
  • Strong technical fluency — SDLC, feasibility assessment, and technical risk management; able to hold your own with engineering teams
  • Hands-on experience with Agile and/or SAFe
  • Excellent stakeholder management, conflict resolution, and executive communication skills

Preferred Qualifications

  • 6+ years in enterprise cloud services (OCI, AWS, Azure, Google Cloud Platform, SaaS, or scalable distributed backend services)
  • Experience with healthcare IT platforms [add "including Cerner / Oracle Health" if the client approves disclosure]
  • PMP, Certified Scrum Master (CSM), SAFe, Lean Six Sigma Black Belt, or ITIL certification
  • 3+ years data analysis and reporting; 2+ years presenting program status to leadership
  • Experience with budgets/project financials and security escalation / incident management
  • Master''s or Doctorate in a related field
