Position Summary

Defined Software Development is seeking an experienced Business Analyst for an onsite consulting opportunity in Tallahassee. This role will support Governance and Demand Management functions by serving as a liaison between business stakeholders and IT.

The Business Analyst will analyze business needs and processes, develop and document requirements, evaluate technology demands, and support governance and prioritization activities. The role will work closely with Project Management, IT Service Management, Enterprise Architecture, Security, Portfolio Management, technical teams, business leaders, and external vendor partners.

Key Responsibilities

• Analyze current-state business processes and identify opportunities for improvement, automation, and technology enablement.
• Facilitate interviews, workshops, and working sessions with business and technical stakeholders.
• Develop process maps, business requirements, functional requirements, use cases, and supporting documentation.
• Identify gaps, constraints, risks, assumptions, dependencies, and opportunities associated with proposed solutions.
• Help stakeholders distinguish underlying business needs from requested technology solutions.
• Support the intake, analysis, and evaluation of technology demands across the organization.
• Evaluate proposed demands based on business value, alignment, scope, cost, resource requirements, dependencies, risks, and operational impacts.
• Coordinate with IT functions to identify technical, architectural, security, service management, and project considerations.
• Prepare analysis to support governance discussions, prioritization, sequencing, and investment decisions.
• Maintain traceability from business needs through demand evaluation and, when applicable, project or service delivery.
• Serve as a liaison between business stakeholders, IT teams, project teams, and external vendors.
• Translate complex business and technical information into clear, understandable language for varied audiences.
• Present analysis and findings to stakeholders and leadership.
• Analyze demand and portfolio information to identify trends, gaps, risks, and opportunities.
• Develop reporting and measures to improve transparency and support decision-making.
• Support consistent Business Analysis and Demand Management practices.
• Participate in solution evaluation, requirements validation, testing, and user acceptance activities.
• Support the transition of approved demands into projects, services, or other appropriate delivery paths.
• Participate as an active project team member across multiple concurrent projects and occasionally serve as a project leader.

Required/Relevant Qualifications

• Business analysis experience supporting business process analysis, requirements development, and technology-related initiatives.
• Experience facilitating stakeholder interviews, workshops, and working sessions.
• Experience developing process maps, business requirements, functional requirements, use cases, and related documentation.
• Experience evaluating business needs, technology demands, risks, dependencies, resource considerations, and operational impacts.
• Strong ability to communicate and translate between business and technical stakeholders.
• Experience working with multiple stakeholders with differing priorities, perspectives, and levels of technical knowledge.
• Ability to analyze information and present clear findings to leadership and other audiences.
• Experience supporting solution evaluation, requirements validation, testing, or user acceptance activities.
• Ability to manage multiple concurrent initiatives and contribute effectively as part of project teams.
