Project Manager

We are seeking a Senior Project Manager with an active PMI PMP certification held for a minimum of 5 years to serve as Lead Project Manager for the Commonwealth of Pennsylvania’s Department of Drug and Alcohol Programs (DDAP). This position leads key IT modernizations, including the iSMART project (Training Management System replacement), Web Infrastructure for Treatment Services (WITS), and Enterprise ELS initiatives.

Work Arrangement: Hybrid / Telecommute (Must work in-person at the Harrisburg, PA office 1 day per month, or more as requested)

Residency Requirement: Candidate MUST currently reside in Pennsylvania upon submittal (No relocation permitted)

Key Responsibilities

• Program & Project Leadership: Direct, administer, and manage the full Software Development Lifecycle (SDLC) for high-profile public health IT initiatives, including iSMART (Training Management System) and WITS (Web Infrastructure for Treatment Services).
• PMO Alignment & Governance: Follow PMI methodologies (5 project phases) and HHS DC IT PMO standards (using tools such as Daptiv) to define project scope, schedule baselines, cost estimates, communication plans, and deliverables matrices.
• Risk & Issue Management (RAID Log): Proactively identify, track, and mitigate project risks, issues, dependencies, and change requests using a RAID Log.
• Vendor & Cross-Functional Collaboration: Partner with application, data warehouse, informatics, security, networking, and third-party SaaS vendors to align architectural and operational requirements.
• Metric Reporting & Stakeholder Management: Provide weekly status reports, metrics, and executive presentations to sponsors, team leads, and HHS DC leadership.

Required Qualifications & Experience

• Project Management Experience: 7 to 9+ years of progressive project management experience leading complex IT implementation cycles (8–12+ months).
• Active PMI PMP Certification: Must possess an active Project Management Professional (PMP) certification held continuously for a minimum of 5 years.
• Pennsylvania Residency: Must currently reside in the state of Pennsylvania.
• Harrisburg On-Site Availability: Must be available to work on-site in the Harrisburg, PA office 1 day per month (or additional days as requested by leadership).

Highly Desired Qualifications

• SaaS Solution Implementations: Proven experience leading Software-as-a-Service (SaaS) deployments within state government or enterprise environments.
• Public Health & Substance Use Domain Experience: Demonstrable background in public health, particularly within Drug and Alcohol programs or health and human services domains.
