TELECOMMUNICATIONS SPECIALIST (REQUIREMENTS) with Security Clearance

Duties

• Applies mastery of telecommunications networks to DoD HSFS doctrine, strategic plans and programs.
• Ensures that telecommunications support facilities/assets are effectively committed and meet operational requirements of DoD HSFS recovery/retrieval, medical evacuation and global rescue operations.
• With latitude for the exercise of independent judgment, performs duties as DoD HSFS telecommunications technical authority from DoD HSFS Support Operations Center (SOC) and forward deployed locations.
• Functions such as telecommunications technical authority for DoD HSFS training and full mission profile exercises.
• Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with leaders/elements of USSPACECOM, the Combatant Commands, Military/Service Departments, the Joint Staff, DoD organizations, NASA, and other government organizations to secure cooperation, resolve controversial telecommunication matters, and convey information relative to proposed changes in DoD HSFS operations. • This position has been designated by the Air Force as a Testing Designated Position (TD P) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
• This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
• This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations.
• Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.

Qualifications In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standards for Administrative and Management Positions, to include the Individual Occupational Requirements (IOR) for the GS-0391, Telecommunications Series.

EXPERIENCE: Must have at least one (1) year of specialized experience at the next lower grade level (GS-12) or equivalent in other pay systems.

Specialized experience includes: evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrate knowledge of current developments and trends in communications concepts and technology; as well as diagnosing system vulnerabilities and executing comprehensive, long-term impact analyses to develop technical solutions that directly enhance immediate and future mission execution; and coordinating technical/analytical operations encompassing the strategic planning, acquisition, testing, integration, installation, and modification of telecommunications facilities and services.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

• Comprehensive knowledge of a wide range of telecommunications theories, concepts, principles, and practices, procedures, policies, standards, operational requirements; and of operational and performance characteristics of telecommunications to develop procedures/p olicies/practices for DoD HSFS use.
• Professional knowledge of performance characteristics of telecommunications equipment, systems, services, and transmission media to evaluate new devices, proposals, and approaches.
• Knowledge of associated methods and techniques such as contracting procedures/legal requirements, cost analyses, and budgets.
• Skill and experience in technical and analytical work pertaining to the planning, development, acquisition, testing, integration, installation, utilization, or modification of telecommunications systems, facilities, services, and procedures.
• Skill in designing and conducting comprehensive analysis and preparing solutions to resolve critical and substantive problems and issues of mission effectiveness and efficiency. Issues are immediate or long-term in nature, generally involve mission planning and execution.
• Ability to communicate effectively, both orally and in writing, using a high degree of tact and diplomacy, to prepare and present surveys, reports, and proposals.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Additional information Completion of COMPTIA A+, NETWORK+, SECURITY+ certifications or equivalent education/certifications is desirable. A bachelor's degree with education, training and certifications directly applicable to the required duties is desirable.
