Overview

We are seeking a Change Management professional to support organizational change activities within a complex Integrated Eligibility System environment. This role will lead stakeholder engagement, business readiness, assessments, and change planning activities supporting eligibility and case management programs across multiple Health and Human Services domains.

Duties

• Support organizational change management activities across a large Integrated Eligibility System program.
• Create, review, and revise stakeholder engagement and business readiness tools, assessments, and plans.
• Support pilot and statewide engagement models and related change management activities.
• Lead stakeholder networks consisting of social services organizations and public-sector program participants.
• Conduct stakeholder engagement activities and business readiness assessments.
• Assess impacts to policies, procedures, systems, business processes, and service delivery.
• Support change activities related to SNAP, HEAP, Public Assistance, and Medicaid programs.
• Develop and deliver change management tools, plans, communications, presentations, and related materials.
• Coordinate with stakeholder groups to support organizational readiness and implementation activities.
• Lead or support teams responsible for project assignments, activities, resources, and timelines.
• Support pilot and statewide deployment activities, including organizational change management, training, and stakeholder support.
• Perform other related change management duties as assigned.

Mandatory Qualifications

• 7+ years of experience working on complex projects, including 2+ years of experience in a leadership role as a Specialist.
• Experience serving as a change management specialist on at least 2 projects involving stakeholder network management, stakeholder engagement, readiness activities, and creation or delivery of change management tools and plans.
• Experience implementing change within a Health and Human Services eligibility system involving at least one of the following domains: SNAP, HEAP, Public Assistance, or Medicaid.
• 2+ years of experience working within an Integrated Eligibility System program across multiple workstreams, including Eligibility Enrollment and Case Management and Financial Management, in a Health and Human Services environment.
• Experience conducting stakeholder readiness assessments and evaluating impacts to policies, procedures, systems, business processes, and service delivery.
• Experience developing and executing stakeholder engagement and business readiness activities.
• Strong written and verbal communication skills.
• Associate’s degree or combination of experience and education.

Desirable Qualifications

• 5+ years of experience within the human services domain determining eligibility and supporting enrollment and case management for SNAP, HEAP, Public Assistance, and/or Medicaid.
• 3+ years of experience working directly for a social services district or state agency in New York State in a supervisory or mentorship role.
• Experience supporting at least 2 large, complex state projects involving technical, policy, operational, or business process changes within the human services domain, including organizational change management, training, or support during pilot and statewide deployments.
• Experience leading teams responsible for project assignments, activities, resources, and timelines on complex projects.
• Experience developing, presenting, and facilitating communications and presentations for diverse stakeholder groups.
