Job description

Mainframe Developer - Programmer

The South Carolina State Treasurer's Office is seeking an experienced Mainframe Developer to build a new Composite Reservoir Account (CRA) structure within an existing z/OS core accounting system without disrupting current account balances. The role involves analyzing and extending a large, established COBOL production system to support the new account type, including posting, settlement, accruals, reporting, and reconciliation. Accuracy, traceability, and financial integrity are critical.

Responsibilities

  • Analyze existing account master, posting, and balance-maintenance programs to identify where composite reservoir accounts must be incorporated.
  • Design and develop the new account type, including master file structures, account opening and closing, participant linkage, sweep/reverse-sweep logic, allocation, interest apportionment, and closing balance calculations.
  • Modify batch COBOL programs and JCL and extend nightly and month-end processing cycles.
  • Implement audit trails, exception reporting, and reconciliation controls.
  • Develop test data, unit and regression test packs, and parallel-run comparisons against production output.
  • Support implementation, account conversion, and early-life production runs, including on-call support during initial cycles.
  • Prepare program documentation, data-flow notes, and runbook updates.

Requirements

  • Enterprise COBOL development in a z/OS environment: 5+ Years
  • NaturalOne experience: 5+ Years
  • JCL development and production support: 5+ Years
  • Financial/accounting systems development or support: 3+ Years
  • Experience working with Adabas and VSAM: 3+ Years

Technical Expertise Expected During Interview:

  • COBOL: Strong production experience with Enterprise COBOL on z/OS, including batch and online development, extending large existing programs, and understanding legacy code.
  • NaturalOne: Experience using the Eclipse-based Software AG development environment to develop, debug, and deploy Natural applications.
  • Natural and Adabas: Natural programs, subprograms, maps, DDMs, descriptors, superdescriptors, and Adabas file design and performance.
  • z/OS and JCL: Writing and debugging JCL, procedures, GDGs, utilities, SORT, restart/rerun handling, and TSO/ISPF.
  • Mainframe Data Stores: VSAM file design and access, and Adabas for z/OS.
  • Financial Accounting Logic: Double-entry posting, balance and accrual maintenance, value dating, reconciliation, and month-end close in a regulated environment.
  • Legacy System Analysis: Tracing undocumented logic through copybooks, call chains, and job streams and identifying the impact of proposed changes.

Additional Qualifications:

  • Ability to take a specification from analysis through production implementation with limited supervision.
  • Strong written communication skills, including explaining technical changes to auditors, business analysts, and developers.
  • Bachelor's degree in Computer Science or a related field, or equivalent practical experience.
