Job Description
LeadPL/I Design and Development Consultant

We require a highlyexperienced, hands-on PL/I design and development consultant toprovide technical leadership to the existing development team.


Teamcomprises experienced former COBOL developers who have approximately three tofour years' experience developing and supporting the PL/I-based ManTecapplication. The consultant will complement the team by bringing substantialexperience from significant PL/I initiatives and deep expertise in complexapplication design, development, troubleshooting and performance tuning.


Thisis not a production support, routine maintenance or general developmentcapacity role. The consultant will lead complex technical analysis anddesign, work hands-on with the code, provide technical assurance, and helpthe existing team resolve the most demanding engineering challenges.


Keyresponsibilities

  • Lead the technical analysis and detaileddesign of complex PL/I application changes.

  • Establishpractical design and development approaches for the Phoenix solution.

  • Undertakehands-on development of complex or high-risk PL/I components.

  • Analyse largeand complex existing PL/I codebases, including online, batch and integrationprocessing.

  • Lead complextroubleshooting, root-cause analysis and performance-tuning activities.

  • Reviewtechnical designs and code produced by the development team.

  • Identifytechnical risks, design weaknesses and potential implementation issues.

  • Workcollaboratively with the development team to resolve complex engineeringproblems.

  • Supporttechnical estimation, development planning, testing, implementation andproduction-readiness activities.

  • Providetechnical leadership while strengthening the team's PL/I capability throughpractical knowledge transfer.


Mandatoryexperience and capabilities

  • Extensive commercial experience designing anddeveloping enterprise applications in PL/I on IBM mainframe platforms.

  • A careerdepth typically associated with 20 or more years of relevant mainframeapplication experience, preferably within banking, insurance or asimilarly complex regulated environment.

  • Substantialhands-on involvement across solution design, detailed technical design,build, testing, implementation, troubleshooting and tuning.

  • Deeptechnical knowledge of VSAM, including complex file structures, accesspatterns, performance, concurrency, integrity and recoverability.

  • Deeppractical knowledge of IBM MQ, including application integration,message processing, exception handling, diagnostics and performance.

  • Demonstratedability to understand and safely modify large, complex and potentially poorlydocumented legacy applications.

  • Strongdiagnostic and problem-solving capability across online, batch, data-accessand integration processing.

  • Experienceproviding hands-on technical leadership, design assurance and code reviewwithin an established development team.

  • Ability towork effectively with experienced developers without duplicatingresponsibilities or operating purely as an adviser.

  • Strongwritten and verbal communication skills, including the production of cleartechnical designs and implementation guidance.

  • Good working knowledge of Db2,particularly for evaluating solution options or comparing Db2 and VSAMdata-access approaches.

  • Experiencewith CICS and high-volume mainframe transaction-processing applications.

  • Experiencewithin banking, insurance or another highly regulated industry.

  • Experiencewith complex financial calculations, batch processing, reconciliation andregulatory processing.

  • Experiencemigrating or restructuring PL/I applications to remove a legacy databasedependency.

  • Familiaritywith mainframe performance-monitoring, debugging and diagnostic toolsets.
