Senior Business Analyst – Application Modernization

Client

seeking an experienced Senior Business Analyst to support the modernization of its CAI application, which is critical for managing and resolving public complaints involving utility companies.

This role will focus on requirements gathering, business process analysis, system design, and testing throughout a three-year modernization initiative. The Senior Business Analyst will work closely with business subject matter experts, the Product Manager, Product Owner, Data Modeler, developers, and other stakeholders to identify system improvements while ensuring existing critical functionality is successfully migrated to the modernized application.

The ideal candidate will have strong analytical, documentation, process improvement, and testing skills, along with experience in enterprise application modernization and Agile delivery environments.

Key Responsibilities

• Document existing CAI application requirements and ensure all critical functionality is accounted for during modernization.
• Gather, analyze, prioritize, and document business and functional requirements.
• Map requirements to relevant legislative, regulatory, and policy requirements where applicable.
• Collaborate with business units to identify opportunities for system enhancements and process improvements.
• Recommend new features and functionality that deliver business value.
• Work with the Product Manager to translate business requirements into clear user stories and acceptance criteria.
• Collaborate with the Product Owner, Data Modeler, developers, and technical teams to ensure requirements are clearly understood.
• Assist in evaluating technical approaches, system architecture, platforms, and integration requirements.
• Develop and execute test scenarios to validate system functionality and ensure the accuracy of changes.
• Lead and coordinate User Acceptance Testing (UAT), including defect tracking and resolution.
• Support change management, user adoption, and training activities.
• Ensure compliance with Commonwealth and PA PUC standards for security, accessibility, data privacy, and regulatory requirements.
• Identify project risks, dependencies, and potential impediments.
• Provide regular project updates and recommendations to IT leadership and business stakeholders.

Required Qualifications

• Minimum 7 years of Business Analyst experience, including at least 3 years in a Senior Business Analyst role.
• Demonstrated experience analyzing legacy applications or gathering requirements for digital transformation projects.
• Strong experience gathering business requirements and translating them into well-defined user stories and acceptance criteria.
• Working knowledge of Agile/Scrum methodologies and tools such as Azure DevOps, Jira, or similar platforms.
• Experience testing large-scale projects and validating system functionality.
• Experience leading and coordinating User Acceptance Testing (UAT).
• Excellent written and verbal communication skills, with the ability to work with technical and non-technical stakeholders.
• Strong analytical, organizational, and prioritization skills.
• Ability to work independently and collaboratively in a cross-functional team environment.

Preferred Qualifications

• Experience with enterprise application modernization, legacy system migration, and modern architecture.
• Experience in business process improvement and business process reengineering.
• Knowledge of WCAG 2.1 accessibility standards and public-sector compliance requirements.
• Previous experience working with Commonwealth of Pennsylvania agencies or similar public-sector organizations.
