Hybrid/Local (Austin ONLY) FHIR/HL7 Healthcare Interoperability Developer (15+) with REST APIs, JSON, XML, data mapping/transformation/troubleshooting, authentication, authorization, TypeScript, Python, US Core, Electronic Case Reporting Implementation Guides, SNOMED CT, LOINC, ICD-10, CVX, RxNorm, AWS, Git, CI/CD pipelines, defect tracking, logging, HealthLake, Snowflake, eICR, public health, React/FastAPI/Terraform experience

Location: Austin, TX (HHSC)
Duration: 4 Months
Position will be 3 days remote with 2 days (Mon & Wed) required to be onsite at the location listed above. Program will only allow candidates who are LOCAL TO THE AUSTIN AREA ONLY (Within 50-mile radius). Subject to change per the hiring team

Skills:
8     Required    Experience designing, developing, testing, and supporting healthcare interfaces using HL7 v2, FHIR, REST APIs, JSON, XML, data mapping, transformation, validation, troubleshooting, error handling, and healthcare data exchange.
5     Preferred   Experience developing secure web portals or portal-integrated services that retrieve and display healthcare data, including API integration, authentication, authorization, role-based access control, secure coding, testing, and production support.
5     Preferred   Experience with TypeScript, JavaScript, Python,
3     Preferred   Strongly Preferred – Experience implementing FHIR solutions using US Core profiles, Electronic Case Reporting Implementation Guides, and other HL7 Implementation Guides.
3     Preferred   Strongly Preferred – Experience integrating with or implementing FHIR servers, FHIR APIs, and related healthcare interoperability solutions.
3     Preferred   Experience mapping, transforming, and validating healthcare data across HL7 v2, FHIR, and analytical data models.
3     Preferred   Experience working with healthcare terminology standards, including SNOMED CT, LOINC, ICD-10, CVX, and RxNorm.
3     Preferred   Experience implementing FHIR solutions on AWS or similar cloud platform and integrating healthcare data with cloud-based ingestion pipelines, storage services, analytics platforms, and enterprise data platforms.
3     Preferred   Experience with modern application delivery practices, including Git, automated builds, CI/CD pipelines, unit and integration testing, code reviews, defect tracking, logging, monitoring, and technical documentation.
1     Preferred   Experience with AWS HealthLake, Snowflake, eICR, public health reporting, disease surveillance, and React/FastAPI/Terraform.

Description:
The Department of Information Resources (DIR) requires the services of 1 Systems Analyst 3, hereafter referred to as Worker, who meets the general qualification of Systems Analyst 3 and the specifications outlined in this document for the above-named customer.

Understands business objectives and problems, identifies alternative solutions, performs studies and cost/benefit analysis of alternatives. Analyzes user requirements, procedures, and problems to automate processing or to improve existing computer system: Confers with personnel of organizational units involved to analyze current operational procedures, identify problems, and learn specific input and output requirements, such as forms of data input, how data is to be; summarized, and formats for reports. Writes detailed description of user needs, program functions, and steps required to develop or modify computer program. Reviews computer system capabilities, specifications, and scheduling limitations to determine if requested program or program change is possible within existing system.

The selected contractor will serve as a FHIR/HL7 development resource for the project. The successful candidate may be considered for other similar assignments if authorized through the applicable procurement and contracting process.
