Portfolio Manager

Malvern PA

Hybrid 3 days a week onsite.

Summary: The Manager, IT Portfolio reports to the Chief Information Officer and runs a small portfolio office that controls which technology work enters delivery, how it is prioritized, and how it is funded, contracted, and reported. The role is explicitly “not a traditional PMO position.” It is expected to run its core coordination work through AI-enabled workflows from day one. Human judgment is kept for prioritization, stop decisions, and executive communication. The role also has a mandate to recommend the function’s long-term design for automation and sourcing mix.
Core Responsibilities

Area	What the role owns
Intake and prioritization	A single front door for all technology demand. Each initiative needs an owner, an outcome, and a risk level. The role decides what delivery accepts.
Routing and capacity	Routes work by risk and complexity with engineering leaders, manages work-in-process, and brings continue/stop recommendations to the CIO.
Budget	The consolidated IT budget: OPEX/CAPEX forecasting, variance analysis, capitalization treatment, and the shared-services and portfolio lines.
Vendors and procurement	Consultant contracts, renewals, purchase workflows, procurement governance, and vendor scorecards.
Outcome reporting	Benefits reporting tied to business value, “assembled automatically, narrated by you.”
Team leadership	A small blended team of employees and consultants covering business engagement and project delivery.

Workflows Expected to Be AI-Enabled from Day One

Intake triage
Monthly status assembly from systems of record
Budget variance reporting
Contract-renewal monitoring

Required Characteristics

8+ years in IT portfolio, program, or delivery management
3+ years managing teams, including blended employee/consultant teams
Hands-on design and operation of agent-based AI workflows in business processes, beyond personal productivity use
Command of IT budgeting (OPEX/CAPEX), vendor and contract management, and executive reporting
An “evidence instinct”: trusts systems-of-record metrics over status decks
Executive-grade communication, plus the diplomacy to lead organizational design work involving established colleagues

Preferred Characteristics

Has redesigned or stood up a function, including workforce planning and sourcing transitions
Lean/flow-based delivery experience
Business analysis background
