Job Overview
The Virginia Department of Transportation (VDOT) – Asset Management Team is seeking an experienced Business Analyst to support IT software and application projects.
The ideal candidate will have 5+ years of Business Analyst experience in IT projects, strong analytical and problem-solving skills, excellent oral and written communication, and hands-on experience gathering and documenting requirements.
The candidate should be comfortable working with both technical teams and business stakeholders and should have experience with Azure DevOps/TFS, Agile/Scrum/SAFe, Waterfall, SQL, enterprise applications, business process modeling, and software testing.
Key Responsibilities
Analyze complex business processes, systems, and workflows and break them down into manageable components.
Identify root causes and develop effective business and technical solutions.
Conduct stakeholder interviews, requirements-gathering sessions, and business workshops.
Translate business requirements into clear, detailed, and testable functional and non-functional requirements.
Create and manage Product Backlogs, Epics, Features, User Stories, Tasks, Test Plans, and Test Cases using Azure DevOps/TFS.
Work closely with developers, technical teams, project managers, and business stakeholders throughout the project lifecycle.
Translate technical concepts into business-friendly language and communicate business requirements effectively to technical teams.
Create Data Flow Diagrams, Swim Lane Diagrams, Flow Charts, process models, and system visualizations.
Develop wireframes and visualization examples using tools such as Visio.
Analyze enterprise applications and technologies such as Oracle and SQL Server.
Work with databases and understand SQL, APIs, system integrations, and data flows.
Support Agile/Scrum/SAFe and Waterfall project methodologies.
Participate in System Integration Testing (SIT) and support User Acceptance Testing (UAT).
Develop test plans, test cases, and acceptance criteria.
Support implementation and rollout of new systems and business processes.
Assist with user adoption and change management activities.
Facilitate discussions, manage stakeholder expectations, negotiate priorities, and resolve conflicts diplomatically.
Prepare clear documentation and deliver presentations to technical and executive audiences.
Required Skills & Experience
5+ years of Business Analyst experience in IT projects.
Strong experience with IT software/application projects.
Excellent oral and written communication skills.
Strong analytical thinking and problem-solving abilities.
Experience with enterprise applications such as Oracle and SQL Server.
Strong understanding of SQL, databases, APIs, and data flows.
Hands-on experience with Azure DevOps/TFS.
Experience creating and managing Epics, Features, User Stories, Tasks, Product Backlogs, Test Plans, and Test Cases.
Strong requirements gathering and documentation experience.
Experience with Agile/Scrum/SAFe and Waterfall methodologies.
Experience creating Swim Lane Diagrams, Flow Charts, Data Flow Diagrams, and process models.
Experience with Visio or similar visualization tools.
Experience supporting SIT and UAT.
Experience rolling out new systems and processes and supporting user adoption.
Ability to work effectively with developers, technical teams, stakeholders, and management.
Preferred Qualifications
Experience working in large enterprise or government IT environments.
Experience with asset management systems or transportation-related applications.
Experience with business process improvement and system integration projects.
Experience preparing executive-level presentations and project documentation.
Familiarity with SAFe Agile methodology.
