Job Description

Job Title: Cost Allocation Plan/ Financial Analyst - federal grant administration and funding structures

Location: Baton Rouge, LA (Onsite)

Contract Term: December 14, 2026 – December 31, 2028

Position Overview

We are seeking an experienced Data Analyst to support a Louisiana state government initiative. The ideal candidate will have strong analytical skills, experience working with large datasets, and hands-on experience developing Cost Allocation Plans (CAPs). This role requires the ability to analyze financial and operational data, develop reports, and support organizational decision-making through data-driven insights.

Required Qualifications

Candidates must have:

  • Bachelor's degree in Accounting, Finance, Economics, Data Analytics, Business Administration, Public Administration, or related field.
  • Proven experience in data analysis and financial analysis.
  • Direct experience developing or supporting Cost Allocation Plans (CAP) or Cost Allocation Methodologies.
  • Experience with financial modeling and forecasting.
  • Experience analyzing large datasets and identifying trends.
  • Knowledge of federal grant administration and funding structures.
  • Experience documenting methodologies, business processes, and reporting requirements.
  • Advanced Microsoft Excel skills.
  • Strong analytical and problem-solving skills.
  • Ability to communicate technical findings to business stakeholders.

Highly Preferred Qualifications

  • Public sector or state government experience.
  • Experience supporting Medicaid, SNAP, TANF, Workforce Development, Vocational Rehabilitation, or federally funded programs.
  • Knowledge of:
    • 2 CFR Part 200
    • OMB Uniform Guidance
    • 45 CFR Part 95
    • Federal cost principles
  • PACAP preparation experience.
  • Experience supporting federal audits and compliance reviews.
  • Knowledge of ERP systems, cost centers, WBS structures, and financial reporting systems.
  • Power BI, Tableau, SQL, or advanced reporting tool experience.

  • Cost Allocation Plans (CAP)
  • Cost Allocation Methodology Documentation
  • Financial Impact Analysis Reports
  • Allocation Matrices
  • Fiscal Projection Models
  • Compliance Assessments
  • Audit Support Documentation
  • Executive-Level Reports and Presentations
