Job Description

Position Summary

Our client is seeking an experienced Lead Utility Accounting Subject Matter Expert to support a major Customer Information System modernization initiative serving the City Water Department and Department of Revenue.

The consultant will serve as the functional accounting authority for the implementation, helping transition from the City's legacy Basis2 platform to a modern CIS supporting billing, payments, collections, financial management and customer operations.

The ideal candidate must have extensive hands-on experience with the Basis2 Customer Information System, with preference towards experience with a City's Water Revenue Bureau accounting operations and deep knowledge of water utility accounting.

Key Responsibilities
  • Serve as the primary accounting SME throughout the CIS implementation.
  • Document and validate current Basis2 accounting processes and business rules.
  • Define and validate future-state accounting workflows and system functionality.
  • Review functional requirements, solution designs, configuration workbooks and business process documentation.
  • Validate billing, revenue accounting, payment processing, settlement and reconciliation functionality.
  • Validate Accounts Receivable transactions, adjustments, refunds, write-offs, collections and aging.
  • Review General Ledger posting logic, Chart of Accounts mappings, journal entries and financial integrations.
  • Ensure compliance with City accounting policies, financial controls and governmental accounting standards.
  • Support financial data cleansing, conversion, reconciliation and validation.
  • Participate in system configuration and solution-design workshops.
  • Support System Integration Testing and User Acceptance Testing.
  • Validate end-to-end accounting and financial processes before production.
  • Assist with training materials, SOPs and end-user documentation.
  • Support cutover, go-live, hypercare and post-production stabilization.
  • Work closely with Finance, Customer Service, Billing, Collections, Payment Operations, IT and implementation vendors.
Required Qualifications
  • Extensive hands-on Basis2 CIS experience within Water Revenue Bureau accounting operations mandatory.
  • Strong water utility accounting experience.
  • Deep understanding of customer billing and revenue accounting.
  • Strong payment processing, settlement and reconciliation knowledge.
  • Accounts Receivable accounting experience.
  • Experience validating General Ledger postings and financial reconciliations.
  • Understanding of governmental accounting principles and financial controls.
  • Ability to interpret complex accounting transactions and financial reporting.
  • Experience analyzing and improving business processes.
  • Ability to translate accounting requirements into functional system requirements.
  • Strong ability to work across business, accounting and technology teams.
  • Excellent written/verbal communication and stakeholder-management skills.
Preferred Qualifications
  • Previous CIS, ERP, utility billing or financial-system implementation experience.
  • System Integration Testing and/or UAT experience.
  • Financial data conversion and reconciliation experience.
  • Experience working with system integrators or software vendors.
  • Knowledge of interfaces, data migration and reporting validation.
  • Bachelor's degree in Accounting, Finance, Business Administration or related discipline.
  • CPA and/or governmental accounting experience is a plus.
