Job Summary

Louisiana Works is seeking experienced Data Analysts to support a statewide initiative involving financial data analysis, cost allocation, federal grant claiming, financial modeling, reporting, and compliance analysis.

The Data Analyst will analyze financial and operational data across USDOL, Vocational Rehabilitation (VR), SNAP Employment & Training (SNAP E&T), TANF, and other federally funded programs. The role will support the development of cost allocation methodologies, financial models, allocation formulas, reporting structures, and fiscal impact analyses.

Key Responsibilities

  • Analyze financial and operational data related to federal and state-funded programs.
  • Review personnel, IT, fiscal, administrative, policy, and management costs.
  • Analyze existing cost pools, allocation bases, cost centers, WBS, internal orders, and time-coding structures.
  • Develop and maintain financial models to compare current and proposed cost allocation methodologies.
  • Perform federal and state share impact analysis and fiscal projections.
  • Develop allocation matrices, formulas, schedules, and supporting calculations.
  • Identify data quality issues, inconsistencies, unsupported assumptions, and compliance gaps.
  • Support analysis of allowable administrative costs and federal reimbursement opportunities.
  • Prepare analytical reports, dashboards, summaries, and documentation for leadership.
  • Support development of Public Assistance Cost Allocation Plan (CAP) documentation and supporting schedules.
  • Validate data, calculations, allocation formulas, and financial models.
  • Support implementation of approved methodologies through reporting, coding, and data-tracking recommendations.
  • Work collaboratively with Finance, Fiscal, IT, Program, and Management teams.
  • Provide analytical support during federal reviews, audits, and responses to information requests.

Required Qualifications

  • Experience in Data Analysis, Financial Analysis, Business Analysis, or related analytical roles.
  • Strong experience with Excel and financial/data modeling.
  • Experience analyzing large and complex datasets.
  • Experience with cost allocation, financial reporting, budgeting, forecasting, or fiscal analysis.
  • Ability to develop formulas, allocation models, reconciliations, and financial impact analyses.
  • Experience with data validation, reporting, documentation, and quality control.
  • Strong analytical and problem-solving skills.
  • Excellent written and verbal communication skills.

Preferred Qualifications

  • Experience working with government or public-sector organizations.
  • Experience with federal grants or federally funded programs.
  • Knowledge of 2 CFR Part 200 and/or 45 CFR Part 95 Subpart E.
  • Experience with cost allocation plans or federal claiming.
  • Experience with USDOL, VR/RSA, FNS, SNAP E&T, or TANF programs.
  • Experience with SQL, Power BI, Tableau, or other data analytics tools.
  • Experience with ERP/financial systems and financial coding structures.

Work Arrangement

The resource must be available to work both onsite and remotely as required by Louisiana Works.
