Job Description:

The Program Manager will work closely with policy, fiscal, clinical, data, Medicaid, and operational subject matter experts (SMEs). The Program Manager is not expected to serve as the subject matter expert in each program domain; rather, the position will be responsible for coordinating work across SMEs, establishing and maintaining project management structures, tracking accountability for deliverables and timelines, identifying cross-functional dependencies and risks, and ensuring matters requiring decisions or escalation are brought forward in a timely manner.

The CCBHC Program Manager will support the following domains of work. Each may be understood as a distinct, but interconnected, project or workstream:

  • Program Implementation & Readiness: Coordination of implementation and readiness activities across CCBHC workstreams, including development and maintenance of implementation plans, milestones, dependencies, responsible parties, risks, decision points, and deadlines. This work includes:
  • Provider Certification: Refinement of certification criteria in alignment with federal and State policy changes, and to enhance quality of care; review and evaluation of new certification applications and certification renewals.
  • Rate Setting & Fiscal Oversight: Establishment of annual Medicaid rates for CCBHC services; fiscal monitoring; State budget development to fund established rates.
  • Billing: Refinement of billing codes and protocols for CCBHC services; resolution of emergent issues and questions from providers and MCOs; billing oversight.
  • Clinical Oversight & Monitoring: Ongoing monitoring of provider compliance with all clinical certification requirements; resolution of emergent clinical issues and questions from providers.
  • Data & Reporting: Coordination with CCBHCs, MCOs, and/or other State agencies to meet all federal and State CCBHC program evaluation and quality reporting requirements; utilization of data to strategically demonstrate program ROI and to drive continuous quality improvement.  
  • Provider Implementation & Technical Assistance: Coordination of provider implementation activities, readiness deliverables, questions, technical assistance, and follow-up. Support State/provider meetings and ensure State guidance and implementation decisions are communicated consistently across CCBHCs.
  • Outreach & Engagement: Coordination with State, provider, and community partners to increase community awareness and clinically appropriate utilization of CCBHC services; facilitation of multi-stakeholder meetings.

The CCBHC State Interagency Team includes policy, fiscal, clinical, and data subject matter experts (SMEs) who work closely together to support the RI CCBHC Program from a strategic and operational perspective. This work is organized and managed by the CCBHC Program Director, to whom this role reports to and works closely with. 

Key Responsibilities of the Position:

  • Planning & Goal Setting: Defining project scopes, setting clear objectives, and creating long-term and short-term plans with milestones and deadlines. 
  • Project Execution & Monitoring: Overseeing the daily execution of projects, monitoring progress through milestones, and resolving any roadblocks that arise. This work includes:
  • Scheduling & Task Management: Creating project schedules and work plans, delegating tasks to cross-agency team members, and monitoring progress against deadlines.
  • Stakeholder Management & Communication: Acting as a point of contact for stakeholders. Providing clear and consistent communication with all members of the CCBHC State Interagency Team, providers, and other project partners, providing updates and resolving issues in a timely manner.
  • Meeting & Decision Management: Supporting the planning and facilitation of State interagency, provider, technical, and stakeholder meetings. Developing agendas and materials, document decisions and action items, assign ownership, and ensuring follow-through.
  • Quality Assurance: Ensuring that all project deliverables meet the required quality standards and stakeholder expectations. Proactively identifying and elevating potential risks to the Program Director and developing strategies to mitigate them, preventing issues from derailing the project.
