Job Description

Job Title: Business Process Analyst (BPA)
Location: Oklahoma City, OK Hybrid (3 4 days onsite)
Duration: 12 Months
Interview: 1 Round In-Person (up to 60 minutes)

Description

The Business Process Analyst (BPA) supports OSDH s Transformation Management Office (TMO) in analyzing, documenting, and improving agency business processes. The BPA will apply business process analysis and Lean Six Sigma methodologies to identify inefficiencies, streamline workflows, and develop sustainable process improvements. The contractor will also provide high-quality process documentation, including process maps, standard operating procedures (SOPs), analysis reports, and recommendations, to support operational effectiveness, quality improvement, and agency transformation priorities.

Duties include, but are not limited to:

  • Conduct business process analysis through stakeholder interviews, workflow reviews, data analysis, and other appropriate assessment methods.
  • Develop and maintain current-state and future-state process maps, workflows, and supporting documentation.
  • Apply Lean Six Sigma and quality improvement methodologies to identify process gaps, bottlenecks, redundancies, root causes, and improvement opportunities.
  • Develop practical, data-informed recommendations to improve process efficiency, effectiveness, standardization, and sustainability.
  • Develop and revise standard operating procedures (SOPs), process documentation, business requirements, reports, executive summaries, and other written materials.
  • Facilitate or support process improvement sessions with program staff, subject matter experts, and other stakeholders.
  • Develop appropriate process measures and performance indicators to evaluate the effectiveness of implemented improvements.
  • Support implementation, change management, and sustainment activities associated with approved process improvements.
  • Provide regular progress updates and maintain documentation of assigned projects, deliverables, risks, issues, and recommendations.
  • Complete assigned deliverables within established timelines and incorporate OSDH feedback into final work products.
  • Completes other duties, as assigned.

Requirements

Mandatory & Preference requirements include:

  • Minimum of 3-5 years' experience as a business analyst. Preference given to experience in state government, healthcare, finance, regulatory or similar service-related business.
  • Preferred master's degree in MBA or MHA.
  • Professional experience in business analysis, process improvement, project management, performance management, or a related field.
  • Experience supporting strategic initiatives, organizational transformation, or enterprise-level improvement efforts.
  • Experience working in government, public health, finance, or another regulated environment is preferred.
  • Experience developing executive-level reports, dashboards, process maps, SOPs, or implementation documentation.
  • Lean Six Sigma, project management, change management, business analysis, or related professional training or certification is preferred.
