Job Description

Nakupuna Solutions seeks a Data Analytics and Visualization Specialist (Global Health) to support the U.S. Department of State's Bureau of Global Health Security and Diplomacy (GHSD), Office of Program Planning and Evaluation (PPEV). GHSD leads and coordinates the Department's work to strengthen global health security and prevent, detect, and respond to infectious diseases, including HIV/AIDS.

The Bureau leads U.S. diplomatic engagement, leverages and helps coordinate U.S. foreign assistance, and promotes international cooperation at the national, regional, and multilateral levels to better protect the United States and the world from health threats. GHSD elevates and integrates global health security as a core component of U.S. national security and foreign policy. The Specialist will support PPEV as GHSD advances U.S. global health priorities, including implementation of the America First Global Health Strategy (AFGHS).

The position will help turn complex global health program, epidemiologic, and financial data into clear insights that inform policy, program, and resource decisions. The Specialist will support PPEV's data team by integrating data from multiple sources, conducting global and country-level analyses, interpreting findings, and translating results into compelling visual and written products for senior leaders and other audiences. The ideal candidate will combine the analytical rigor of a data analyst, the curiosity of a researcher, and the design judgment of a visual storyteller.

This is a hands-on role with responsibility for developing products from the initial analytical question through final delivery, including presentations, dashboards, briefs, one-pagers, infographics, and reusable reporting tools.

Responsibilities Job Duties Include

  • Integrate, prepare, clean, link, and harmonize datasets from national health systems, program reporting, surveys, financial sources, and other relevant repositories.
  • Resolve differences across datasets, including variations in definitions, reporting periods, geographic coverage, data quality, and units of analysis.
  • Conduct global, regional, and country-level analyses of global health program, epidemiologic, financial, demographic, and performance data.
  • Examine trends, geographic variation, program performance, service coverage, financing, and relationships across indicators to develop meaningful findings.
  • Assess data quality, comparability, limitations, missing data, and unexpected results, and distinguish supported conclusions from areas of uncertainty.
  • Interpret analytical findings with sound judgment and clearly explain what the data show, how confident decision-makers should be in the findings, and what questions or actions may warrant attention.
  • Translate analytical results into clear messages, logical narratives, and concise explanations tailored to technical audiences, senior leaders, and other stakeholders.
  • Develop polished PowerPoint presentations, Word reports, executive briefs, one-page summaries, fact sheets, infographics, and other written and visual products.
  • Use R, Python, Tableau, Excel, and other appropriate tools to produce accurate, engaging charts, maps, dashboards, tables, and other visual products.
  • Build and maintain Tableau dashboards and other tools that allow users to explore country, regional, programmatic, and financial patterns.
  • Deliver both recurring reporting products and rapid-response analyses while maintaining accuracy, consistency, documentation, and attention to detail.
  • Build reproducible workflows and reusable templates, including documented code, source references, quality checks, and editable products that can be updated efficiently and used by other team members.
  • Collaborate with epidemiologists, data specialists, program staff, budget staff, policy colleagues, and other stakeholders to refine analytical questions, validate interpretations, and ensure products meet audience needs.
  • Ensure analytical and visual products include clear labels, appropriate scales and denominators, traceable sources, accessible colors, and consistent formatting.
  • Support improved data communication across the team by developing templates, visual standards, documentation, and practical guidance for colleagues.
  • Perform other duties as assigned.

Deliverables

  • Global, regional, and country-level analyses of program, epidemiologic, financial, demographic, and performance data.
  • Leadership briefings that combine program results, population needs, financing data, and other relevant information to explain global health challenges and inform decision-making.
  • One-page country profiles highlighting performance, trends, data gaps, limitations, and questions requiring attention.
  • Quarterly or recurring results presentations with clear takeaway headlines, concise narratives, and supporting visuals.
  • Tableau dashboards and other interactive tools that allow users to explore country, regional, programmatic, or financial patterns.
  • Infographics, executive briefs, fact sheets, one-page summaries, and other visual products that explain complex findings to nontechnical audiences.
  • Reproducible analytical workflows that refresh charts, tables, and other products as new data become available.
  • Reusable reporting templates, visual standards, quality-control tools, source documentation, and editable products that can be maintained by team members.
  • Documentation of data sources, assumptions, limitations, uncertainty, and quality checks.
  • Other analytical, visualization, reporting, and briefing products as assigned.

Qualifications Skills/Qualifications: The ideal candidate will possess strong data-analysis, visualization, research, and communication skills, with demonstrated ability to move independently from a complex or ambiguous question to a defensible analysis and polished final product.

  • Demonstrated ability to integrate, clean, harmonize, analyze, and interpret data from multiple sources, including incomplete, inconsistent, or imperfect datasets.
  • Strong quantitative reasoning and demonstrated ability to explain findings, limitations, uncertainty, and practical implications to technical and nontechnical audiences.
  • Strong proficiency in R or Python for data cleaning, analysis, and visualization, with the ability to work in or develop proficiency in the other.
  • Advanced proficiency in Microsoft Excel, including spreadsheet-based analysis, data organization, quality checks, and development of clear analytical outputs.
  • Demonstrated experience developing Tableau dashboards and visualizations; experience building interactive dashboards strongly preferred.
  • Excellent PowerPoint and Word skills, including the ability to develop clear, visually sophisticated, professional, and editable presentations, reports, briefs, and one-page products.
  • Strong information-design skills, including visual hierarchy, typography, layout, chart selection, concise writing, and clear presentation of key messages.
  • Demonstrated ability to develop compelling data stories that translate analytical findings into clear narratives for senior leaders, technical audiences, and other stakeholders.
  • Experience creating charts, maps, dashboards, infographics, fact sheets, executive briefs, and publication-quality visual products.
  • Ability to assess data quality, identify unexpected findings, determine what the evidence supports, and communicate missing data, limitations, uncertainty, and implications for decision-making.
  • Ability to build reproducible workflows, maintain documented code, cite source references, apply quality checks, and create reusable templates.
  • Ability to collaborate effectively with epidemiologists, data specialists, program and budget staff, policy colleagues, and other stakeholders to refine questions and validate findings.
  • Familiarity with accessible document design and Section 508 requirements preferred.
  • Experience with SQL, APIs, automated reporting workflows, geographic visualization, or publication-quality graphics preferred.
  • Experience with global health, international development, epidemiology, public-sector performance monitoring, or country-level health information systems preferred.
  • Familiarity with international health, demographic, programmatic, and financing datasets preferred.
  • Experience preparing analytical products for senior government officials or executive audiences preferred.
  • Ability to operate effectively in a fast-paced environment, support both planned and rapid-response requests, manage multiple deadlines, and maintain accuracy and attention to detail.
  • A portfolio demonstrating both analytical depth and high-quality visual communication is required.

Education and Experience

  • Bachelor's degree in a relevant field, such as Public Health, Epidemiology, Statistics, Data Science, Economics, Information Design, or a related discipline; an equivalent combination of education and relevant experience may be considered, subject to contract requirements.
  • Minimum 5 years of relevant experience combining data analysis, visualization, and communication.
  • Demonstrated experience independently developing analytical and visual products from initial question development through final delivery.
  • Demonstrated experience combining and analyzing data from multiple sources, including incomplete or inconsistent datasets.
  • Experience supporting global health, international development, epidemiology, public-sector performance monitoring, or government decision-making preferred.
