Lead the transformation of enterprise systems and help shape technology strategy at a European multilateral development bank.

The Council of Europe Development Bank (CEB) is a multilateral development bank with a social mandate from its 43 member countries. We finance investment and provide technical assistance in education, healthcare and affordable housing, focusing on vulnerable populations and the social dimensions of climate change.

Within the Corporate Services Directorate, our Information Technology Division delivers secure, reliable and innovative technology solutions supporting the Bank's operations and evolving business needs.

The role

Reporting to the Head of Information Technology, you will lead the Corporate Systems Unit, overseeing the strategy, development and performance of the Bank's enterprise applications.

You will manage systems supporting Finance, Accounting, Budgeting, Purchasing, Human Resources, Travel and Expenses, IT service management, document and records management and corporate communications. The technology environment includes SAP S/4HANA, SAP SuccessFactors, SAP Concur, ServiceNow, e-signature and archiving solutions.

As a strategic business partner, you will work with the Bank's Directorates to understand and challenge requirements where appropriate, simplify processes and establish clear priorities and business ownership of technology solutions.

You will define the corporate systems roadmap and oversee complex transformation projects, including new implementations, upgrades, process improvements and legacy system replacements, ensuring effective delivery, resource allocation and risk management.

Leading a multidisciplinary team and external technology partners, you will oversee application support, incident and change management, operational continuity and compliance with IT security, data protection, governance and audit requirements.

You will manage the Unit's multiannual budget, procurement, supplier relationships, contracts and service levels, addressing performance issues and advising senior management on investments, risks and future developments.

What you'll bring

You should have an advanced university degree in information technology, computer science, information systems, engineering, business administration, project management or a related discipline, together with at least eight years of relevant experience in corporate applications, information systems or complex IT environments.

Experience in an international organisation, financial institution or similarly regulated environment would be particularly relevant.

In particular, we're looking for:

Leadership and project delivery : proven experience managing IT teams, resources and performance, and delivering complex, cross-functional technology projects involving internal stakeholders, consultants, systems integrators and external providers.

Enterprise applications : strong knowledge of corporate systems across Finance, Accounting, Budgeting, Purchasing, Human Resources, IT service management, document and records management or corporate communication platforms. Good knowledge of SAP S/4HANA, SAP SuccessFactors and SAP Concur is expected. ServiceNow experience would be an asset.

Operations and governance : experience in application support, incident and change management, upgrades, IT governance, procurement, supplier and contract management, service levels and budgetary control.

Strategic and analytical skills : ability to translate business needs into technology roadmaps, challenge requirements constructively, simplify processes, assess risks and advise senior management.

Communication and stakeholder management : strong negotiation, writing and presentation skills, with the ability to explain technical matters, influence decisions and work effectively across multicultural teams.

Languages : excellent command of either English or French, written and spoken, and knowledge of the other, with a commitment to reach a good working level.

Relevant professional certifications and additional CEB member state languages would be assets.

How to apply

Submit your CV and cover letter via the CEB’s online application system at https://jobs.coebank.org/. Applications are welcome in English or French and must be submitted by midnight Paris time on 9 November 2026. Only nationals of CEB Member States are eligible.
