Project Manager – Sr. Manager

Position Overview

We are seeking an experienced Project Manager – Sr. Manager to support the Workforce Information Technology Solution and associated bureau technology initiatives. The successful candidate will be responsible for managing multiple medium-to-high complexity IT projects, providing project oversight, stakeholder coordination, governance, reporting, risk management, and business analysis.

The Project Manager will work closely with WITS leadership, bureau leadership, business stakeholders, technical teams, vendors, and enterprise partners to ensure projects are delivered on time, within budget, within scope, and in accordance with applicable Florida project governance standards.

Key Responsibilities

  • Manage multiple medium-to-high complexity IT projects concurrently, including scope, schedule, budget, resources, quality, risks, issues, and deliverables.
  • Ensure project activities comply with applicable Florida Administrative Code (F.A.C.) Rules 60GG-1.001 through 60GG-1.009 and statewide IT project governance standards.
  • Establish and maintain effective project management processes, methodologies, templates, and governance practices.
  • Develop and maintain project management documentation, including:
    • Project charters
    • Project schedules
    • Work Breakdown Structures (WBS)
    • Risk and issue registers
    • Communication plans
    • Status reports
    • Change requests and impact analyses
  • Monitor project performance against approved scope, schedule, budget, and quality baselines.
  • Conduct project health assessments, variance analysis, trend analysis, and milestone tracking.
  • Identify project risks and issues, develop mitigation and contingency plans, and communicate significant risks to leadership and project sponsors.
  • Provide independent oversight of large IT projects and make actionable recommendations to improve project outcomes.
  • Prepare and submit weekly project status reports covering progress, productivity, cost, quality, risks, issues, mitigation activities, and overall project performance.
  • Coordinate communication and collaboration among WITS, bureau leadership, business stakeholders, vendors, technical teams, and enterprise stakeholders.
  • Facilitate stakeholder meetings, executive briefings, presentations, training sessions, and working sessions.
  • Build strong working relationships and effectively influence stakeholders across organizational boundaries and without direct authority.
  • Support WITS leadership and Program Managers in identifying and implementing technology solutions aligned with organizational and business objectives.
  • Provide project management coaching, facilitation, training, tools, templates, and guidance to project teams.
  • Apply PMBOK, Agile, Waterfall, and Hybrid project management methodologies as appropriate.
  • Apply Software Development Lifecycle (SDLC) methodologies and IT service management principles.
  • Perform business analysis activities, including:
    • Requirements elicitation
    • Business process analysis
    • Workflow documentation
    • Process mapping
    • Stakeholder interviews
    • Requirements validation
  • Collaborate with technical teams and business subject matter experts to define and refine requirements and system enhancements.
  • Develop resource plans and coordinate staffing, budget, equipment, vendor services, and technology requirements.
  • Establish and maintain project quality standards, quality assurance processes, and quality control practices.
  • Serve as a liaison between WITS, bureau leadership, business units, vendors, and external partners to ensure project alignment and successful delivery.

Required Qualifications

  • Bachelor’s degree in Computer Science, Information Systems, Business Administration, or a related field, or equivalent professional experience.
  • Project Management certification or successful completion of an industry-recognized project management curriculum.
  • Minimum 7 years of IT work experience.
  • Minimum 7 years of experience managing complex, cross-functional IT projects.
  • Experience working with projects involving multiple technologies and programmatic/business areas.
  • Extensive knowledge and hands-on experience with:
    • Project management methodologies
    • Project planning and scheduling
    • Resource management
    • Stakeholder management
    • Risk and issue management
    • Change management
    • Project governance
    • Quality management
  • Strong written and verbal communication skills.
  • Ability to work effectively with executives, business stakeholders, technical teams, vendors, and cross-functional teams.
  • Ability to manage competing priorities and multiple projects simultaneously.

Preferred Skills

  • Experience working with Florida state agencies or government IT projects.
  • Familiarity with Florida IT governance standards and Florida Administrative Code Rule 60GG.
  • Experience with Workforce, Commerce, or other large-scale public-sector modernization initiatives.
  • Experience with both traditional and Agile project delivery environments.
  • Strong business analysis and process improvement experience.
  • Experience providing executive-level project reporting and presentations.
