HMRC Chief Digital & Information Office is made up of Customer Groups which are working independently towards one common goal. Our role sits within HMRC's Chief Digital & Information Office (CDIO) Group that deliver in-house solutions for projects and programmes that deal with a broad range of business, technical and operational issues. Our CDIO offices are hi-tech, state-of-the-art facilities that allow our teams to maximise their capabilities.
The post sits in CDIO Chief Data Office (CDO) within the Data Platform Services (DPS) delivery group. DPS provides data platforms, products and analytics that enable HMRC and other government departments to make effective, data driven decisions. This includes delivery of innovative evolving capabilities (including safe use of GenAI) to meet business requirements.

Job description
This is an exciting opportunity to join Data Platform Services (DPS) working in the Project Delivery Team. This role is critical in ensuring successful project delivery across DPS by providing delivery oversight, monitoring progress and actively engaging in removing blockers and resolving issues promptly.
Working closely with DPS POD leads, Delivery Leads and key Customer Stakeholders to maintain delivery standards and drive improvements across the DPS Project Delivery Lifecycle, fostering a culture of continuous improvements. With approximately 150 deliveries in flight at any time, we are looking for someone who is delivery focused, thrives in a fast-paced environment, stays ahead of challenges, and supports keeping projects on track.
As an Agile Delivery Manager within DPS, you will support DPS teams to deliver high-quality digital services that fulfil business requirements and that are essential to the UK's tax system. This role requires strong leadership, excellent communication skills, and a hands-on approach to delivery management.

Person specification
As an Agile Delivery Manager, you will:

• Maintain oversight of project delivery across a defined portfolio, proactively monitoring delivery performance to drive clarity, transparency and accurate reporting depicted in the DPS Delivery Performance Dashboards.
• Operate and support continuous improvements to the governance framework, including DPS approval gates, weekly delivery reviews and full project lifecycle from initiation to close-down.
• Provide delivery assurance, working collaboratively with POD Leads and Delivery Leads, supporting recovery efforts when projects deviate from plan.
• Balance oversight on multiple deliveries across business lines, by monitoring and facilitating effective delivery progress, including identifying interdependencies.
• Proactively identify risks, issues, and emerging trends across the delivery portfolio, providing guidance and actionable recommendations to mitigate or resolve them before they impact
• Support the implementation of DPS Delivery Standards and Project Delivery Lifecycle, working as a member of the Project Delivery Team.
• Collaborate with Data Portfolio to ensure stakeholders are kept informed on delivery progress and maximise closer working with CDIO groups and customers.
• Working with Senior Agile Delivery Manager to deliver the project delivery roadmap and project dependency map.
• Exhibit excellent communication, organisational and decision-making skills.
• Commercial and supplier management demonstrating a clear focus on quality.
• Use your knowledge and experience of Delivery Management or Agile to coach and mentor teams and colleagues.
• Understand when and how to employ Agile and Delivery Management techniques to get the best result.
• Understand and be able to interpret the needs of business and technical stakeholders and manage expectations successfully.
• Be an active member of the Agile Delivery Manager community.
• Collaborate with stakeholders to produce a favourable outcome.

Essential Criteria:

• Experience of delivering medium-large high quality digital products.
• Experience working within, developing and strengthening governance framework.
• Proven experience of Delivery Management, using Agile techniques.
• Proven experience balancing multiple priorities on large scale and high visibility projects.
• Challenging and removing barriers to effective delivery.
• Strong understanding and experience of risk, issue and dependency management
• Proven experience of working with multi-disciplinary teams.
• Strong communication skills.
• Proven ability to influence external partners, stakeholders and customers.
• Proficient in JIRA and Confluence for delivery tracking and reporting
• Ability to collate and analyse delivery feedback and monitor performance against SLAs

Desirable Criteria:

• Ideally, the successful candidate will also demonstrate knowledge and experience in the following:
• Developing delivery metrics and using them to good effect to show improvements in delivery performance
• Coaching and mentoring multi-disciplinary teams and/or stakeholders.
• Experience of finance management is desirable for some of our roles.
• Experience of commercial and supplier management is desirable for some of our roles.
• Commercial and supplier management experience.

Leeds Location
Moves Adjustment Payment will be available for this role, provided the successful applicant is a current HMRC colleague in Bradford and meets the eligibility requirements outlined in the HMRC's Moves Adjustment Payment guidance.
