Senior Business Analyst - GDS / Public Sector (Inside IR35 Contract)

We are seeking an experienced Senior Business Analyst on a contract basis to support the delivery of a major public sector digital transformation programme. Working within a multidisciplinary team, you will help define and deliver digital services that meet user needs and align to the GOV.UK Service Standard.

You'll be comfortable operating across Discovery, Alpha, Beta and Live phases, bringing clarity to complex policy, operational and technical challenges. Working closely with Product Managers, User Researchers, Service Designers, Delivery Managers and Engineering teams, you will translate user, business and policy requirements into actionable outcomes that support the successful delivery of citizen-facing and internal government services.

Public Sector & GDS Experience

• Extensive experience working as a Business Analyst on UK Government or wider public sector digital transformation programmes.
• Strong understanding of the GOV.UK Service Standard, GDS Delivery Framework, and service assessment process.
• Proven experience working across Discovery, Alpha, Beta and Live delivery phases.
• Experience navigating complex stakeholder landscapes including policy, operational, technical and executive stakeholders.

Business Analysis Expertise

• Skilled at eliciting, analysing and documenting requirements within complex and ambiguous environments.
• Able to identify user, business and operational needs and translate these into clear requirements and recommendations.
• Strong experience developing:
  • User stories and acceptance criteria
  • Process maps and service blueprints
  • Business rules and data requirements
  • As-is and to-be operating models
  • Functional and non-functional requirements
• Comfortable facilitating workshops and driving consensus across diverse stakeholder groups.
