Responsibilities for this position include, but are not limited to:

The mission of the Cloud Architect in the Enterprise Architect program is to facilitate business and IT alignment by creating, communicating, and improving the key principles and models that describe the branch's future state and enable its evolution, especially with respect to cloud hosted infrastructure, cloud hosted application and hybrid cloud solutions. As new technologies are contemplated for adoption to support mission critical applications, the Cloud Architect leads teams of technical experts that help ensure the technologies are appropriate for the business requirements, compatible with existing infrastructure and that technologies are deployed in an optimal configuration including cloud/hybrid cloud solutions.
This Cloud Architect position will provide critical program management and oversight of a portfolio of projects of the highest levels of strategic importance, and work in partnership with other Judicial Council IT Architects, senior Judicial Council leadership, and other branch entities on strategic branch initiatives to support the successful attainment of the Judicial Branch's technology goals and objectives.

This position is for a Senior Resource in the Bay Region
Task No. Description of Tasks and Responsibilities for each Classification
1Establish and maintain a strong network of technology and judicial contacts and leverage these partnerships to foster relationships with the courts, partners, and stakeholders to drive the adoption of cloud technology solutions.
2Manage delivery of portfolio of projects supporting branch-wide cloud projects; negotiate and prepare contracts by considering the financial conditions, resources, and contractual requirements.
3Ensure program conforms to the Judicial Council of California's Enterprise Technical Architecture standards and policies.
4Participate in ongoing management, technical, and project team meetings at the branch, Judicial Council, and court levels.
5Facilitate and coordinate issue identification and resolution between the Judicial Council, court, and vendors in support of Judicial Council of California-sponsored initiatives.
6Assist in the creation and assessment of request for proposals for vendor, software, and hardware selection.
7Administer and oversee contracts and procurement activities including the development of Non-competitive Bid documentation and technical specifications for solicitations.
8Serve as liaison and advisor to Judicial Council and court teams to align business and technical infrastructure requirements, provide design and integration resources to determine best ways of leveraging existing infrastructure where possible, and identify necessary infrastructure updates.
9Create plans providing guidance to projects in support of the cloud program; ensure adherence to master plans and schedules, develop solutions to program problems, and direct work of vendors and incumbents assigned to programs from various departments and agencies.
10Monitor ongoing work in support of these projects; act as advisor to program staff regarding projects, tasks, and operations. Prepare and present weekly and monthly status reports.

  1. Minimum Job-Specific Skills/Qualifications Required for each Classification (in order of relative importance) :
  • 10+ years' experience in a senior management position directing complex large-scale technology programs and projects.
  • 7+ years' experience providing leadership and expertise during planning, forecasting, implementation, and identification of resource requirements for enterprise level programs and projects.
  • Experience directing teams of architects, programmers, analysts and testers in a variety of small to large-scale projects.
  • 10+ years' experience developing strategic and tactical goals and objectives and long-range roadmaps for mission-critical systems, including cloud technologies, and the necessary standards and processes to support these goals and objectives.
  • Extensive knowledge of cloud vendors, platforms, hybrid cloud and multi-cloud solutions
  • Understand private, public and managed cloud scenarios
  • Private as well as public-sector experience, preferably in state government.
  • Strong system analysis skills, experienced across the complete project lifecycle.
  • Familiarity with ITIL based service delivery methodologies.
  • Experience with cloud solutioning and migration projects.
  • Experience managing programs and projects in an environment involving multiple datacenters: in-house datacenter, colo datacenter, hosted datacenter, Software as a Service, and cloud datacenter.
  • Experience with migration of applications to the cloud.
  • Strong communications skills, having the ability to communicate well with all levels of staff -- both technical staff and executive management.
  • 7+ years of vendor management experience
  • Experience developing consensus with disparate groups, sometimes with competing agendas.
  • Experience developing enterprise technical policies for management consideration.

  • Experience leading teams of technical experts and establishing a culture of innovation and excellence
  • Experience performing program cost and procurement management functions
  • Strong business acumen and the ability to determine ROI and TCO for both basic and enhanced functional requirements.
  • Experience managing high visibility programs or project portfolios with multimillion dollar budgets.
