Salesforce Business Analyst - Hybrid(Rockville, MD) - Independent Visas

We are seeking a Senior Business Analyst – Business Process Reengineering (BPR) to support HHS opdivs modernization and digital transformation initiatives.

The Senior BPR Business Analyst will work directly with Federal program stakeholders to understand current business operations, identify process inefficiencies, define future-state processes, and translate mission and operational needs into actionable business and system requirements.

This is a senior client-facing role requiring strong analytical capabilities, facilitation skills, process transformation expertise, and experience supporting technology modernization initiatives.

Lead business process analysis and reengineering activities across HRSA programs and operational functions.

Facilitate discovery sessions, workshops, interviews, and working groups with business owners, subject matter experts, program leadership, and technical teams.

Document current-state processes and identify bottlenecks, redundancies, manual activities, control gaps, and opportunities for automation.

Develop future-state business processes aligned with organizational objectives, customer needs, Federal requirements, and technology capabilities.

Create detailed process flows, swimlane diagrams, workflow models, decision trees, journey maps, and supporting documentation.

Perform gap analysis between current-state and future-state processes.

Develop business cases and recommendations for process improvement and technology modernization.

Gather, analyze, document, and manage business, functional, data, reporting, integration, and non-functional requirements.

Translate stakeholder needs into epics, features, user stories, acceptance criteria, process rules, and system requirements.

Support Salesforce and other application development teams by clarifying requirements throughout the development lifecycle.

Partner with Product Owners to prioritize backlogs based on business value, risk, dependencies, and mission impact.

Facilitate requirements walkthroughs and obtain stakeholder validation and approval.

Maintain requirements traceability from business need through solution implementation and testing.

Identify dependencies, risks, assumptions, and constraints associated with proposed business and technology changes.

Develop SOPs, business process documentation, operating procedures, and training/support materials as needed.

Support organizational change management and user adoption activities.

Collaborate with UX teams to incorporate user-centered design and customer experience improvements into future-state processes.

Develop business metrics and key performance indicators to measure process effectiveness and modernization outcomes.

Support User Acceptance Testing, including development of scenarios, coordination with stakeholders, defect validation, and acceptance.

Evaluate opportunities to incorporate workflow automation, analytics, AI, and generative AI into redesigned processes where appropriate.

Communicate recommendations, findings, and decision points clearly to Government program leadership.

Bachelor’s degree in Business Administration, Information Systems, Management, Computer Science, or related discipline, or equivalent professional experience.

7+ years of experience in business analysis, process improvement, business process reengineering, requirements analysis, or related disciplines.

Demonstrated experience leading business process reengineering initiatives.

Strong experience conducting stakeholder interviews and facilitating requirements workshops.

Experience documenting current-state and future-state business processes.

Strong understanding of requirements management practices and Agile delivery methodologies.

Proficiency with process modeling and collaboration tools such as Visio, Lucidchart, Miro, Jira, Confluence, or equivalent.

Strong facilitation, presentation, analytical, and problem-solving abilities.

Ability to communicate effectively with senior Government stakeholders.

Ability to obtain and maintain the required Federal Public Trust clearance.

Experience supporting HRSA, HHS, or another Federal civilian agency.

Experience supporting Salesforce implementation or modernization programs.

Experience with Lean, Six Sigma, BPMN, Design Thinking, or comparable process improvement frameworks.

CBAP, PMI-PBA, Lean Six Sigma, or related certification.

Experience with Federal grants, case management, workflow management, or health program operations.

Experience with organizational change management and stakeholder adoption.

Experience identifying opportunities for AI-enabled automation and intelligent workflow transformation.
