Procon seeks an experienced Commissioning Manager to lead owner-side commissioning, systems acceptance, turnover, operational readiness, and post-occupancy verification activities throughout the project lifecycle, from design and construction through warranty completion.

The Commissioning Manager will serve as the owner’s primary commissioning representative, ensuring building systems are properly designed, installed, tested, documented, and performing in accordance with project requirements and operational objectives. This position will coordinate closely with owners, contractors, design teams, commissioning agents, facility personnel, and other project stakeholders to facilitate a successful transition from construction to ongoing facility operations. This role requires various skills and experience as listed below.

Qualifications and Skills

  • Bachelor’s degree in Engineering, Construction Management, or a related discipline.

  • Minimum of 10 years of experience in building systems, commissioning, or construction.

  • Minimum of 5 years of experience leading commissioning programs.

  • Demonstrated experience with MEP systems, controls, fire protection, and life-safety systems.

  • Ability to obtain and maintain a NACI/Top Secret security clearance to satisfy project-specific site access and badging requirements.

  • Professional Engineer (PE) license preferred.

  • CCP, CBCP, BCxP, or equivalent commissioning certification preferred.

  • Experience with mission-critical, laboratory, aviation, or secure facilities preferred.

  • Experience with asset turnover and digital commissioning systems preferred.

Responsibilties and Duties

  • Develop and manage comprehensive commissioning programs and plans.

  • Support development of Owner Project Requirements (OPR) and review Basis of Design (BOD) documentation.

  • Establish system acceptance, turnover, and operational readiness criteria.

  • Review equipment submittals, commissioning procedures, and testing protocols.

  • Coordinate equipment startup, testing, adjusting and balancing (TAB), and systems integration activities.

  • Lead functional performance testing and integrated systems testing.

  • Identify, document, and track deficiencies through corrective action and resolution.

  • Coordinate operator training and verify completion of required turnover documentation.

  • Support asset management, facility acceptance, and transition to operations.

  • Monitor system performance during the warranty period and coordinate resolution of outstanding issues.

Physical Requirements

This position requires regular onsite presence in an active construction environment. The employee must be able to perform the essential functions of the position, with or without reasonable accommodation, including:

  • Walking and standing for extended periods while performing site observations and inspections.

  • Navigating active construction areas, including stairs, uneven surfaces, temporary walkways, and varying elevations.

  • Occasionally bending, stooping, kneeling, crouching, reaching, and climbing as necessary to observe construction activities.

  • Accessing mechanical, electrical, utility, process, and other construction areas as required.

  • Wearing required personal protective equipment (PPE) and complying with all applicable site safety requirements.

  • Working in indoor and outdoor environments with exposure to typical construction-site conditions, including noise, dust, weather, and temperature fluctuations.

  • Occasionally lifting and carrying up to 25 pounds.
