GIS Analyst

We are seeking an experienced Associate Program Manager for Data and GIS Governance to join the Business Integrated Solutions Division (BISD) at the Virginia Department of Transportation (VDOT). This role leads the strategy, coordination, and execution of enterprise data governance, GIS governance, and master data management (MDM) initiatives across VDOT’s geospatial and business data ecosystem.

Key Responsibilities:

• Data Governance & MDM Strategy: Drive VDOT’s enterprise data governance framework, establishing accountability, data stewardship models, and master data management practices for mission-critical datasets.
• Data Quality Remediation: Identify, diagnose, and resolve complex data quality issues across business units, technical teams, and subject matter experts.
• Data Lifecycle & Metadata Management: Oversee full lifecycle management—from data creation and storage to archiving—while maturing metadata standards, data dictionaries, and classification systems.
• Geospatial & GIS Governance: Provide strategic direction for geospatial governance, integrating ArcGIS platform capabilities and spatial data into enterprise business processes.
• Cross-Functional Leadership: Facilitate working groups, communicate complex data governance policies to executive and technical leadership, and author organizational guidance and training materials.

Required Skills & Qualifications

• Data Governance Frameworks: 8+ years of experience leading enterprise data governance programs within large public or private organizations.
• Data Quality Remediation: 8+ years executing data quality enhancements, cleansing, and root-cause remediation strategies.
• Data Lifecycle Management: 8+ years establishing data retention, archival, lineage, and compliance protocols across enterprise architectures.

Desired Qualifications

• ArcGIS Platform: 5+ years of hands-on experience with Esri ArcGIS tools and geospatial data integration.
• Safe Software FME: 5+ years of experience utilizing FME for spatial data transformation, ETL, and automated workflows.
