Job Description
Our client (legal industry) is seeking to fill an open consultant position for an experienced technical project manager to lead a grant funded initiative for modernizing legacy dispositional interfaces that transmit traffic and criminal case dispositional information (convictions, acquittals, etc.) from the courts to the Virginia State Police agency for the purpose of updating and maintaining accurate criminal history records.

Responsibilities
In addition to other occasional tasks, the candidate's key responsibilities will be:
- Lead and manage end-to-end software development projects within the enterprise ecosystem, ensuring alignment with project goals, technical strategy, and SDLC standards.
- Collaborate closely with business stakeholders, external state agencies, architects, developers, quality assurance, network and infrastructure teams to ensure technical and functional requirements are clearly defined and executed.
- Develop detailed project plans, timelines, resource allocations, and risk mitigation strategies for medium to largescale development projects.
- Guide and support software development teams for implementing solutions with microservices architecture, enterprise integration patterns, and relational and non-relational data models.
- Coordinate cross systems interface design and integration, ensuring reliable data flow and system interoperability.
- Manage Agile ceremonies including sprint planning, sprint reviews, backlog grooming, and daily standups.
- Monitor and report project status, risks, issues, and milestones to PMO and senior leadership, ensuring transparency and proactive decision-making.
Qualifications
Minimum qualifications are the essential, non-negotiable requirements a candidate must meet to be considered for the position.
- 4+ years of relevant experience in IT project management, with a focus on development projects.
- A bachelor's degree in Computer Science, Information Technology, Business Administration, or a related field.
- A background in development and quality assurance automation.
- Strong understanding of the software development lifecycle (SDLC) and software development methodologies (Waterfall, Agile, Scrum, etc.).
- Proficiency in project management tools and software.
- Familiarity with programming languages such as Java, .Net, SQL, JSON, Angular etc. along with related enterprise frameworks and runtimes used for software and API development.
- Demonstrated technical leadership and people management skills.
- Ability to lead and motivate cross-functional teams to meet business objectives.
- Excellent communication skills, both written and verbal.
- Ability to communicate effectively with technical and non-technical stakeholders.
- Proven ability to identify, manage, and mitigate project risks especially with development projects.
- Strong stakeholder management skills.

- 6+ years of relevant experience in IT project management, with a focus on development projects.
- 10+ years of experience working within the medium to large size enterprise application software development lifecycles (SDLC).
- 3+ years of experience managing full cycle software development projects within Java based enterprise environments.
- Familiarity with microservices architecture and RESTful API designs.
- 3+ years of hands-on experience in application and interfaces development, as well as technical analysis.
- 3+ years of practical experience with SQL and relational database technologies.
- One or more certifications related to managing software development projects (PMP, CSM, PMIACP, etc...)
- A master's degree in Computer Science, Information Technology, Business Administration, or a related field.
