The Project Manager, Senior provides program and project management leadership and services in support of the goals and objectives of the PWS, as required by the COR. Oversees and manages compliance activities of program and project management teams, daily operations, client/customer relationships, has responsibility for the quality of deliverables, and develops, monitors, and reports on project objectives, budget, and schedule status and performance.
Responsibilities
  • Responsible for the technical, contractual, administrative, and financial aspects of the project(s) as assigned by the Federal Task Lead.
  • Manage assigned IT projects throughout the project lifecycle, including project planning, agile delivery, schedules, scope, resources, budgets, risks, issues, testing, stakeholder communications, documentation, status reporting, and compliance with DOI/IA governance and security requirements.
  • Responsible for identifying, proposing resolutions, and resolving project management issues in collaboration with applicable federal staff.
  • Responsible for managing one or more projects, and successfully implements project(s) and associated services, in accordance with the task order, federal laws, regulations and procedures.
  • Oversee the quality of project deliverables and ensure project objectives, budgets, schedules, status, and performance are effectively monitored and reported.
  • Other duties as assigned

Qualifications
  • High school diploma or GED equivalent
  • 10+ years of experience in project management.
  • Project Management Professional (PMP) certification required.
  • Background check with the ability to obtain a Public Trust
  • Successfully pass background and drug screening

Knowledge, Skills and Abilities:
  • Proven ability to review and analyze cost, schedule, and performance requirements for federal IT investments.
  • Ability to apply consistent management approaches to IT Portfolio Management that increases the quality of data through best practices and documentation.
  • Excellent verbal and written communication skills and leadership skills.
  • In-depth knowledge of and experience with IT Project Management processes including, but not limited to, industry standard Project Management principles and practices such as those defined by the Project Management Institute (PMI) in the Project Management Body of Knowledge (PMBOK).
  • Hands-on technical experience providing program management services and support to public sector organizations.
  • Demonstrated knowledge and experience with Federal Enterprise Architecture (FEA), CPIC, SDLC, IT Security Management, and Risk Management.
  • Knowledge of and experience with federal IT Investment laws, regulations and process including, but not limited to FITARA, the Clinger-Cohen Act of 1996, Title III of the E-Government Act of 2002, and FISMA. Familiarity with the federal laws, regulations and circulars listed in subsequent parts of this PWS.
  • Knowledge of OMB reporting requirements and experience adapting internal reporting to align with applicable external reporting requirements.
  • Knowledge and experience utilizing tools/methods to bring Human Centered Design into practice (e.g., Journey Mapping, Affinity Mapping, Storyboarding, etc.).
