Job Description

We are seeking an experienced Business Analyst to support the Texas Department of Health and Human Services (HHSC). The consultant will work with the Vital Statistics Services (VSS) team supporting the Texas Electronic Vital Events Registrar (TxEVER) system and other mission-critical public health initiatives. The role involves requirements gathering, business process analysis, process improvement, project planning, documentation, stakeholder management, and supporting business operations across multiple functional areas.

Required Skills

• 8+ years of Business Analyst experience
• Strong experience with Business Analysis methodologies
• Requirements Gathering, BRD, FRD, User Stories, UAT
• Business Process Mapping & Process Reengineering
• Project Planning and Organization
• Experience analyzing complex business and IT applications
• Strong problem-solving and analytical skills
• Excellent verbal and written communication skills
• Ability to manage small to medium-sized projects
• Experience creating project work plans and work estimates
• Experience preparing reports and documentation for senior management
• Strong stakeholder management and conflict resolution skills
• Proficiency with MS Office Suite (Word, Excel, PowerPoint, Project & Visio)

Preferred Skills

• Experience with Texas HHSC
• Experience supporting TxEVER (Texas Electronic Vital Events Registrar)
• Knowledge of Texas Vital Statistics laws, policies, procedures, and regulations
• Public Health or Government domain experience
