Technical Program Manager - AWS & AI-First Engineering

Role Overview

Lead complex technology programs across AWS, distributed systems, data/BI, integration, and DevOps/cloud engineering for a health plan platform. Manage cross-functional onshore/offshore teams and drive an AI-first engineering approach across the software lifecycle.

Key Responsibilities

• Own program plans, schedules, dependencies, RAID logs, risks, and delivery governance.
• Partner with business, customers, architects, and engineering teams to translate requirements into technical delivery plans.
• Manage Agile delivery across software, data/integration, and cloud/DevOps teams.
• Drive adoption of AI-assisted coding, testing, documentation, automation, and agentic workflows.
• Track AI adoption, productivity, quality, and delivery improvements.
• Manage cross-team dependencies, risks, escalations, and executive reporting.
• Ensure security, compliance, and HIPAA-aware practices.
• Guide engineering leads on delivery and AI-first practices.

Required Qualifications

• 12 15 years of technical program/project management experience.
• Strong knowledge of AWS and cloud architecture.
• Experience across distributed systems, data/BI, integration, and DevOps/cloud.
• Strong Agile/Scrum/Kanban, Jira, Confluence, program planning, and stakeholder management skills.
• Experience leading onshore/offshore teams and complex multi-team programs.
• Hands-on familiarity with Claude Code, GitHub Copilot, Cursor, or similar AI tools.
• Understanding of responsible AI, data privacy, and PHI protection.
• Healthcare/health insurance/payer experience.
• Familiarity with Go, Python, Node.js, AWS EKS/OpenShift, Glue, Power BI, IBM ACE/Message Broker, Terraform, and CI/CD.
• Experience with AI governance/Center of Excellence initiatives.
• PMP, PMI-ACP, CSM, SAFe, or AWS certification.
