Project Manager - Inside IR35 - Public Sector - Edinburgh/Hybrid
Duration: 12 months

Overview

Our public sector client is seeking an experienced Project Manager to lead the delivery of a key business transformation initiative focused on driving operational efficiency and productivity improvements within a high-profile business area.

Working as part of a broader portfolio of change programmes, you will be responsible for managing the end-to-end delivery of project outcomes, collaborating with business and technical stakeholders, and ensuring successful adoption of new processes, technologies, and ways of working.

This role is ideal for a strong delivery professional who thrives in complex environments and has a proven track record of leading business change projects within regulated or public sector organisations.

Essential Skills & Experience

  • Minimum 5 years' experience successfully delivering medium to large-scale business transformation projects.
  • Strong track record of delivering projects within fast-paced and evolving environments.
  • Expert knowledge of project management methodologies, frameworks, and delivery disciplines.
  • Demonstrable experience delivering:
  • Business process redesign
  • Operating model transformation
  • Technology-enabled change
  • Organisational adoption and change initiatives
Experience developing, refining, and implementing Target Operating Models (TOMs).Strong understanding of project governance, assurance, and reporting frameworks.Experience operating within public sector environments.Experience working with procurement processes and supplier management.Experience defining and scoping technology solutions to support business objectives.Proven ability to lead multidisciplinary delivery teams.Strong data analysis and decision-making skills.Excellent stakeholder management and communication capabilities.Advanced proficiency with Microsoft Office and project management tooling.Recognised Project or Programme Management qualification, such as:
  • PRINCE2
  • APM PMQ / PPQ
  • MSP
  • Equivalent certification

Desirable Skills & Experience

  • Experience within land-based industries, forestry, environmental services, energy infrastructure, or renewables sectors.
  • Understanding of systems and solutions used to manage casework, projects, commercial activity, and associated revenue streams.
  • Knowledge of:
  • Service Design
  • Customer-Centred Design
  • Value Stream Mapping
  • Continuous Improvement methodologies
Experience of public sector assurance frameworks and Gateway Review processes.
