We are seeking a strategic and results-driven Capture Manager to lead opportunity identification, qualification, and win-strategy development for staffing and workforce solutions across public and private sector clients. This role is critical in driving competitive wins for contract, contract-to-hire, and managed services engagements.

Key Responsibilities

• Identify, qualify, and capture new staffing opportunities across government and commercial markets

• Lead capture efforts from early opportunity identification through proposal submission

• Develop compelling win strategies, competitive positioning, and pricing approaches

• Analyze RFPs, RFIs, RFQs, and SOWs to assess fit, risks, and probability of win

• Collaborate closely with business development, recruiting, delivery, and proposal teams

• Build and maintain relationships with clients, primes, partners, and subcontractors

• Conduct market research, competitive intelligence, and gap analysis

• Support teaming strategies, partner negotiations, and subcontractor agreements

• Ensure compliance with solicitation requirements and internal capture processes

• Track pipeline, capture activities, and win probability using CRM and capture tools

Qualifications

• Proven experience in capture management within staffing or workforce solutions

• Strong understanding of proposal development and competitive bidding processes

• Excellent stakeholder management, communication, and strategic planning skills

• Ability to manage multiple pursuits in a fast-paced environment
