System Analyst / QA Manager

Job Summary:

Systems Analyst / QA Manager to lead Quality Assurance activities for the HR1 Medicaid project.

This position will be responsible for managing the complete testing lifecycle, including test strategy, test planning, test execution, test reporting, test data preparation, SIT, UAT, and End-to-End (E2E) testing.

The QA Manager will coordinate with state agencies, business teams, system integrators, external vendors, and project leadership to ensure adequate test coverage, traceability, defect resolution, data integrity, and successful implementation of Medicaid systems.

Key Responsibilities

QA & Test Management

• Lead all QA activities for the HR1 Medicaid project.
• Develop and maintain the overall QA/Test Strategy.
• Manage the complete testing lifecycle from planning through execution and closure.
• Coordinate System Integration Testing (SIT).
• Coordinate User Acceptance Testing (UAT).
• Manage End-to-End (E2E) testing.
• Support testing of MMIS and MES modules.
• Oversee testing of configured Commercial Off-the-Shelf (COTS) applications.
• Coordinate testing for data conversion and system integrations.
• Conduct test readiness reviews.
• Ensure adequate test coverage and requirements traceability.
• Perform post-test assessments and verify issue resolution.

Test Scenario, Case & Data Management

• Work with business teams to obtain user scenarios and test cases.
• Develop test scenarios and detailed test cases.
• Prepare and validate test data.
• Execute test cases and verify software changes.
• Ensure test data accurately represents required business scenarios.
• Track and maintain historical UAT testing information.
• Validate data integrity across integrated systems.

Defect Management

• Establish and maintain defect management processes.
• Lead defect triage calls involving multiple vendors and technical teams.
• Track defects from identification through resolution and closure.
• Escalate critical UAT defects as required.
• Coordinate with developers, business users, vendors, and system integrators to resolve defects.
• Verify fixes and confirm successful resolution.
• Monitor defect metrics and resolution timelines.

Stakeholder & Vendor Coordination

• Coordinate testing activities across multiple agencies, vendors, systems, and teams.
• Facilitate meetings related to SIT, UAT, E2E, and defect management.
• Serve as a liaison between developers and business users.
• Explain technical concepts to non-technical stakeholders.
• Communicate testing progress, risks, issues, and results to project leadership.
• Collaborate with vendors and system integrators.
• Partner with the PMO for project oversight and risk management.

Reporting & Metrics

• Prepare UAT Test Summary Reports.
• Develop and communicate test execution metrics.
• Provide executive and management-level reporting.
• Present testing status, risks, defects, and progress to stakeholders.
• Track QA deliverables and testing milestones.
• Maintain historical testing information and documentation.

Analysis & Problem Solving

• Analyze project requirements and system designs.
• Understand business and technical requirements.
• Analyze data and identify discrepancies.
• Troubleshoot and problem-solve escalated issues.
• Understand programming logic and system behavior.
• Identify testing and implementation risks early.
• Ensure project deadlines and quality standards are met.

Required Skills & Experience

Medicaid / Healthcare

• 15+ years of experience with large-scale Medicaid Member Eligibility Processing Software.
• Strong understanding of Medicaid systems and eligibility processing.
• Experience with MMIS and/or MES environments preferred.
• Experience testing Medicaid modules and integrated COTS applications.

Testing

• 10+ years coordinating:
  • SIT
  • UAT
  • End-to-End (E2E) testing
• 10+ years of experience with:
  • Test Scenario Development
  • Test Case Creation
  • Test Data Preparation
  • Test Case Execution
  • Defect Tracking
  • Test Metrics Reporting
• Strong experience managing UAT activities.
• Strong experience with defect triage and defect closure.

Mainframe

• 10+ years of Mainframe experience required.
• Experience working with Mainframe-based applications and systems.
• Ability to understand Mainframe processing and system integrations.

Data Analysis

• 10+ years of experience in data analysis.
• Experience validating data across multiple systems.
• Ability to analyze test data and identify data integrity issues.

Stakeholder Management

• 15+ years of excellent communication and stakeholder engagement experience.
• Ability to explain technical concepts to non-technical audiences.
• 10+ years of executive/management reporting and presentations.
• 10+ years of meeting facilitation experience.
• Strong vendor and system-integrator coordination skills.

Technical

• 10+ years of programming logic knowledge.
• 10+ years collaborating with vendors, system integrators, and multidisciplinary teams.
• Strong analytical and problem-solving skills.

Preferred Skills

• Experience with Teradata.
• Experience writing and analyzing Teradata queries.
• Experience with Medicaid data warehouses and enterprise data environments
