Project Manager

Key Responsibilities
Project Leadership & Lifecycle Management
Direct and manage the full lifecycle (planning, design, programming, testing, implementation) of high-profile, complex commonwealth technology projects with 8 to 12-month delivery cycles.
Support the Enterprise ELS Project Manager by driving the ELS initiative and managing DDAP workstreams in alignment with established schedules.
Develop, maintain, and secure stakeholder sign-off for comprehensive Project Management Plans and detailed schedules based on scope, budget, resources, and personnel.
Facilitate business process re-engineering and ensure all project tasks deliver measurable value and support the commonwealth's strategic direction.
Project Execution, Monitoring & Estimation
Develop, revise, and secure DDAP approval for project estimates across all phases (analysis, design, construction, testing, implementation).
Monitor project milestones, track progress against the schedule, and implement corrective actions to ensure on-time and on-budget delivery.
Plan, prioritize, and allocate work efforts across the team, effectively balancing workload with project members' capacity.
Track and report critical project management metrics, providing weekly updates in strict adherence to HHS DC IT Daptiv guidelines.
Stakeholder Communication & Collaboration
Serve as the primary point of contact for project-related issues, building strong relationships with key stakeholders, customer representatives, and external suppliers.
Create, review, and execute Communication Plans and Deliverable Matrices to ensure alignment across the project team, sponsors, and senior leadership.
Collaborate cross-functionally with HHS DC IT teams (Applications, Data Warehouse, Informatics, Security, Networking) and vendors to identify tasks and ensure technical solutions meet program needs.
Deliver presentations, coordinate proposals, and clearly communicate work assignment objectives to project team members.
Risk, Issue & Change Management
Proactively identify, manage, and track project risks and issues using a RAID Log, developing targeted mitigation strategies to drive resolution.
Ensure all scope adjustments are fully documented and processed through the established Change Management Plan.
Engage leadership and management proactively when escalating critical risks or roadblocks.
Quality Assurance, Governance & PMO Compliance
Ensure all project activities comply with HHS DC IT PMO methodologies, standards, and procedures, while actively supporting continuous improvement initiatives within the PMO.
Schedule and oversee status reviews, system testing, software quality assurance checks, peer reviews, and final project evaluations with stakeholders.
Plan, coordinate, and conduct necessary project-specific training and orientation sessions.
Mentor and guide less experienced project management staff to build overall team capability and understanding of PM best practices.
