Job Description

Job Title: Capital Planning Analyst, Journeyman / Management Analyst

Job Summary:

We are seeking a Capital Planning Analyst, Journeyman / Management Analyst to support Capital Planning and Investment Control (CPIC), portfolio management, and federal IT investment activities. The ideal candidate will have experience supporting federal capital planning processes, OMB requirements, business case development, investment reporting, and portfolio management.

Key Responsibilities:

  • Support Capital Planning and Investment Control (CPIC) and IT portfolio management activities.
  • Assist with development, maintenance, and quality review of OMB-300 Business Cases and related investment documentation.
  • Support Earned Value Management (EVM) reporting and Annual Assessment Review (AAR) submissions.
  • Support Investment Managers with investment tracking, analysis, and reporting.
  • Assist with Strategic Planning, Budget Formulation, Spend Planning, and Investment Re-baselining.
  • Analyze investment and portfolio data and prepare reports, presentations, and management briefings.
  • Support investment gate reviews and governance activities.
  • Ensure activities align with OMB Circular A-11, federal IT governance processes, and investment lifecycle requirements.
  • Support FBC business case structures and portfolio data calls.
  • Coordinate with government customers, Capital Planning stakeholders, analysts, and SMEs to collect and validate required information.
  • Identify Capital Planning issues and support analysis and resolution.
  • Prepare status reports, documentation, and other deliverables supporting CPIC and portfolio management activities.

Required Qualifications:

  • 4+ years of experience in Capital Planning and Investment Control (CPIC), IT portfolio management, Management Analysis, or a related field.
  • Experience working with federal government Capital Planning / CPIC processes.
  • Working knowledge of OMB Circular A-11.
  • Experience with OMB-300 / Business Case development.
  • Experience supporting EVM reporting, investment reporting, portfolio management, or AAR submissions.
  • Knowledge of budget formulation, spend planning, investment tracking, and investment lifecycle activities.
  • Experience supporting gate reviews and management reporting.
  • Familiarity with FBC business case structures and portfolio data calls.
  • Strong analytical, organizational, written, and verbal communication skills.
  • Ability to work effectively with government customers in a fast-paced environment.

Preferred Qualifications:

  • Experience supporting federal IT investment portfolios.
  • Experience with CPIC tools, investment management systems, or federal portfolio management platforms.
  • Experience preparing executive-level reports, presentations, and investment documentation.
