  • HCM and payroll accounting: Evaluate combination codes, job data, funding splits, Additional Pay, payroll-to-GL interfaces, and current, retroactive, off-cycle, and future-dated processing where applicable.
  • Timekeeping and departmental systems: Trace program-code dependencies in Kronos, time collection interfaces, speed types, quick-fills, and departmental tools.
  • Purchasing, billing, and financial close: Analyze open purchase orders and requisitions, billing/ARS, payables and receivables interfaces, accruals, reversals, and reporting impacts.
  • High-volume data updates: Evaluate Excel-to-CI and appropriate alternatives; define sequencing, validation, reconciliation, exception handling, restart, recovery, and audit requirements.
  • Production transition and history: Define treatment of open transactions, historical records, and comparative reporting; coordinate phased cutovers and coexistence of old and new codes.

Key Responsibilities

  • Lead discovery workshops with Finance, Payroll, IT, Procurement, and departmental stakeholders; document the current state, affected inventory, requirements, decisions, and dependencies.
  • Develop the old-to-new crosswalk and transformation rules for City approval, including mappings that depend on department, transaction type, or effective date.
  • Produce functional and technical specifications identifying affected objects, interfaces, reports, business rules, triggers, sequencing, exceptions, downstream impacts, and acceptance criteria for City developers.
  • Maintain the integrated project plan, milestones, resource dependencies, decision log, and risk/issue register; escalate capacity gaps and coordinate specialist input as needed.
  • Recommend batch-update approaches and document run controls, validation queries or reports, reconciliation evidence, and recovery procedures with the City s technical team.
  • Develop test scenarios, scripts, and expected results; coordinate functional, integration, regression, and user acceptance testing, defect triage, retesting, and business sign-off.
  • Develop stakeholder communications, training materials, and job aids; facilitate readiness sessions and knowledge transfer for affected departments.
  • Prepare implementation and cutover plans, rehearsals, readiness criteria, rollback/recovery steps, and production validation; support stabilization within the agreed engagement term.
  • Maintain implementation documentation and provide a final report covering outcomes, unresolved risks, lessons learned, and recommendations for ongoing support.

Required Qualifications

  • Demonstrated leadership of a ChartField, chart-of-accounts, program-code, or comparable financial coding restructure in a live PeopleSoft environment, with clear examples of personal responsibilities and outcomes.
  • Strong PeopleSoft FSCM functional expertise and meaningful HCM/payroll accounting experience, including combination codes, funding distributions, Additional Pay, effective dating, and payroll-to-general-ledger reconciliation.
  • Ability to trace functional and data dependencies across PeopleSoft applications, interfaces, reports, and customizations and translate findings into implementation-ready specifications.
  • Practical experience designing and validating high-volume data updates using Component Interfaces, Excel-to-CI, or appropriate PeopleSoft loading methods, including error handling and reconciliation.
  • Experience planning end-to-end testing, validating converted or updated data, supporting cutover, and resolving functional issues while maintaining operational continuity.
  • Ability to lead project plans, workshops, risks, and stakeholder communications; work independently; and obtain timely City decisions and approvals.

Preferred Qualifications

  • Public-sector or local-government finance, payroll, and departmental operating experience.
  • Kronos or comparable timekeeping integration experience in a PeopleSoft environment.
  • Experience with phased code transitions, historical crosswalks, and open-transaction handling across fiscal or payroll periods.
