Job Description

Job Title: Senior Oracle Database Administrator, Oracle 19c Migration
Location: Fort Belvoir, Virginia
Type: Direct Hire
Work Model: Primarily remote with occasional onsite support
Security Clearance: Active Secret clearance required

Overview

System One IT is seeking a Senior Oracle Database Administrator to support an Army data migration initiative. This position will lead the extraction and migration of a legacy Oracle 19c database, producing a clean, integrity-validated NIPR snapshot for loading into Palantir.
This is a migration and transition engineering role rather than a traditional steady-state database administration position. The Oracle DBA will support database extraction, source-to-target mapping, legacy PL/SQL and ETL analysis, data validation and reconciliation, incremental synchronization, and migration performance optimization.
The position is primarily remote with occasional onsite support at Fort Belvoir, Virginia. The exact onsite schedule has not been finalized, but support is currently estimated to be required once every few weeks.

Responsibilities

• Lead the extraction and migration of a legacy Oracle 19c database, including consistent point-in-time capture, integrity validation, and staging for loading into Palantir.
• Analyze and document the highly normalized, time-variant database schema and related dependencies that drive the migration.
• Design and support source-to-target mapping for key business processes, database objects, and application dependencies.
• Analyze legacy Oracle ETL processes, PL/SQL jobs, stored procedures, packages, and database objects to determine what should be migrated, refactored, or retired.
• Perform data profiling, cleansing, validation, and reconciliation to confirm source-to-target integrity at the row and field levels.
• Work with the existing database replication and synchronization topology to establish repeatable extraction and synchronization processes without disrupting the legacy environment during the proof of concept.
• Support the design of incremental synchronization from the Oracle source database into Palantir.
• Support partitioning, bulk loading, and performance tuning for initial and incremental migration throughput.
• Collaborate with data engineers, application developers, testers, security personnel, and program stakeholders throughout the migration lifecycle.

Requirements

• Hands-on experience with Oracle 19c database extraction, migration, backup, recovery, and performance tuning.
• Strong knowledge of Oracle technologies, including RMAN, Data Pump, ASM, PL/SQL, and partitioning.
• Experience supporting Oracle Data Guard, database replication, or incremental synchronization.
• Experience analyzing legacy PL/SQL, ETL processes, stored procedures, packages, triggers, or related database logic.
• Experience with data profiling, migration validation, or source-to-target data reconciliation.
• Ability to document database schemas, application dependencies, interfaces, and migration risks.
• Experience supporting DoD, Army, federal, or similarly regulated technology environments.
• Understanding of DISA STIG-hardened Oracle environments, RMF requirements, NIPR constraints, and controlled data handling.
• Active Secret security clearance.
• Ability to provide occasional onsite support at Fort Belvoir, Virginia. The exact schedule is still being finalized and is currently estimated at once every few weeks.

Preferred Qualifications

• Oracle Database 19c Certified Professional certification.
• CompTIA Security+ or another certification aligned with DoD 8570 or DoD 8140 requirements.
• Experience with Oracle GoldenGate, Oracle Data Integrator, or another enterprise data integration platform.
• Experience migrating Oracle data into Palantir Foundry or another modern data platform.
• Experience supporting Army data systems or federal data modernization programs.
