Job Description

Position Summary

The Office of Information Services (OIS) seeks an experienced Program Manager to support the Oregon State Public Health Laboratory (OSPHL) with the implementation of a new Laboratory Information Management System (LIMS) and other related health informatics subprojects.

Operating in a hybrid capacity, this role will support the Senior Project Manager with a heavy focus on organizational change management, internal/external stakeholder communications, matrixed team coordination, and vendor management.

Key Responsibilities & Tasks

Schedule & Risk Management: Project manage multiple complex, detailed project schedules. Track timelines, milestones, and critical paths while escalating risks or bottlenecks.

Organizational Change Management (OCM): Partner with the OSPHL laboratory team to manage cross-functional transitions, deliver user communication strategies, and ease system adoption.

User Acceptance Testing (UAT): Coordinate and project manage user acceptance testing cycles with laboratory staff to ensure technical compliance with business needs.

Resource Management: Work closely with lab managers to evaluate resource capacities, identify over-allocated/under-utilized resources, and advocate for proper staffing allocations.

Stakeholder & Vendor Liaison: Act as the communication bridge between the LIMS software vendor, the OSPHL clinical team, and the OIS technical teams. Curate and synthesize vendor feedback.

Governance & Reporting: Maintain the program's master decision log. Produce comprehensive biweekly status reports detailing all schedule updates, resource tracking, and ad-hoc analytics.

Requirements & Qualifications

Minimum Requirements

Certification: Active Project Management Professional (PMP) certification from the Project Management Institute (PMI).

Experience: Proven experience tracking projects within a State Government or complex public sector environment.

Methodology: Strong mastery of PMI Project Management Body of Knowledge (PMBOK) methodologies.

Software Proficiency: Advanced skills in Microsoft Office 365 suite (Teams, Excel, Word, Project).

Remote Setup: Must have a dedicated home office setup including a high-speed internet connection, computer/monitors, web camera, and clear phone access. (System VPN access provided by the state).

Preferred Skills (Ideal Candidate)

Previous project management or change management experience specifically within a Laboratory, Informatics, or Clinical Care setting.

Prior background handling large enterprise systems replacements (such as LIMS, EHR, or healthcare data warehouses).
