Title: Program Manager
Location: Washington, DC
Position Summary:
- Provide program management and contract oversight across planning, coordination, reporting, stakeholder engagement, and performance management.

Responsible:
- serve as the primary Government point of contact.
- develop and manage the Project Management Plan (including IMS, QCP, and risk management elements).
- manage tasks, schedules, resources, and risks.
- coordinate project activities and dependencies, providing stakeholder status updates.
- support Government communications, meetings, action items, and follow-up activities. Supporting Deliverables: D-PM-01.
- D-PM-02.
- D-PM-03.

How the Role Operates:
- Communicate clearly with technical teams, program leadership, and Government stakeholders; track actions and follow through to closure.
- Monitor service/system performance, identify trends or risks, and take or recommend corrective action before issues affect service delivery.
Required Skills
- Plans, schedules, risks, resources, and dependencies are actively managed and visible.
- Government communications, meetings, action items, and required reports are timely and accurate.
- The Project Management Plan and related management elements remain current and usable by the team.
Deliverables You Will Support:
- Provide accurate operational/technical inputs, maintain supporting records, and complete assigned sections or artifacts early enough for internal quality review and Government submission.
- D-PM-01 – Project Management Plan (PMP): Maintain the program management baseline, including the IMS, Quality Control Plan, risk register/management approach, and staffing plan. Timing: Initial draft 15 days after award; final 30 days; update at least annually.
- D-PM-02 – Monthly Program Status Report (PSR): Provide completed activities, deliverables submitted, IMS progress, performance metrics, risks/issues and mitigations, and next-period activities. Timing: Monthly by the 5th business day.
- D-PM-03 – Program Progress Review (PPR) Briefing: Prepare the senior-management briefing summarizing program status, achievements, risks, issues, and strategic considerations. Timing: Monthly, as agreed upon award.
- D-PM-04 – Service Level Agreement (SLA) Documentation: Develop or revise SLA documentation for new and existing services with Government stakeholders. Timing: As required; update annually.
- D-PH-01 – Phase-In Transition Plan: Define steps and actions for transition from award to full operational status for each functional area. Timing: 7 business days after award.
- D-PH-02 – Phase-Out Plan: Define orderly turnover of operations, documentation, Government property, and work in progress to successor personnel. Timing: 60 days before contract renewal or expiration.
Candidate Profile:
- Hands-on experience performing the core responsibilities and using the technologies/processes identified above in an enterprise IT environment.
- Able to work independently on assigned activities while coordinating effectively across engineering, operations, service management, and program teams.
- Strong troubleshooting, documentation, communication, and follow-through skills; comfortable working in structured change and compliance environments.
