Telecommunications Specialist with Security Clearance

Duties

• Serve as the Network Enterprise Technology Command (NETCOM) Action Officer for Base Emergency Communications System (BECS) to ensure NETCOM equities across all five BECS capabilities are properly represented, defended, synchronized, and mitigated.
• Coordinate with the Department of Army (DA) and key commands to ensure BECS modernization schedules are synchronized.
• Manage technical details such as Virtual Routing and Forwarding (VRF) circuits and spectrum requests in coordination with NETCOM to minimize overall mission impacts to installations selected for modernization.
• Execute duties as the Army Military Auxiliary Radio System (MARS) Action Officer for developing, coordinating, and implementing policies, procedures, plans, and trainings to maintain 100% regulatory compliance in support of MARS and HF operations.
• Analyze complex IT and telecommunications requests for technical and functional ramifications to maintain operational readiness.
• Coordinate with stakeholders and oversee projects or programs in support of enterprise level Change Management to facilitate the implementation of IT and telecommunications infrastructure.
• Monitor contract execution as Contracting Officer's Representative (COR) to ensure that all delivered goods and services satisfy rigorous quality standards. Requirements Conditions of employment

• Temporary Duty (TDY) travel may be required up to 10-15% of the time.
• In support of contingency operations, incumbent may be required to work overtime and shift work on short notice to include nights, holidays and weekends.
• Must hold or obtain at a minimum the Federal Communications Commission (FCC) General class amateur radio license (within 9 months) and be member in good standing with the American Radio Relay League.
• Must obtain and retain membership with the Association of Public Safety Communication Officials within 9 months.
• In accordance with DoDM 8140.03 and supplemental Army guidance, the employee must obtain and maintain the following requirements for each Cyber work role at the assigned proficiency level.
• This position is designated Tier 3, Non-Critical Sensitive, Moderate Risk and requires the incumbent to obtain and maintain a Secret Security Clearance Level as a condition of employment.
• This is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Appointment to this position does not confer competitive status.
• Appointment to this position is subject to a three year probationary period unless the appointee has previously met the requirements as described in DoDI 1400.25 V3005, Cyber Excepted Service, Employment and Placement.
• This position is designated Mission Essential.
• In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled to support mission operations.

• Operationalizing program guidance for major IT and telecommunications modernization projects to interpret broadly defined guidelines across diverse operating environments;
• Developing policy to manage and maintain operations of High Frequency (HF) telecommunications projects or programs; and
• Managing service contracts by monitoring contractor operations to ensure performance standard compliance.
