Position Overview
We are seeking an experienced Business Process Analyst (BPA) to support the Oklahoma State Department of Health (OSDH) Transformation Management Office (TMO).
The Business Process Analyst will support business process analysis and improvement, strategic initiatives, performance management, project coordination, change management, and stakeholder engagement. The successful candidate will analyze current-state processes, identify opportunities for improvement, develop actionable recommendations, and help coordinate initiatives from planning through implementation and completion.
Key Responsibilities
Business Process Analysis & Improvement
Analyze and evaluate existing business processes and Standard Operating Procedures (SOPs).
Identify process inefficiencies and recommend improvements to streamline and standardize operations.
Conduct gap analysis and root-cause analysis.
Develop actionable recommendations related to processes, systems, SOPs, workforce utilization, and management functions.
Analyze proposed business process changes and assess their potential impact.
Strategic Initiative & Project Support
Support the planning, coordination, implementation, monitoring, and completion of strategic initiatives, particularly finance-related initiatives.
Develop and maintain project plans, milestones, action items, deliverables, and tracking tools.
Coordinate with initiative leads, sponsors, and stakeholders to maintain alignment on scope, timelines, and expected outcomes.
Identify risks, blockers, and issues and support their resolution and escalation when necessary.
Performance Management & Reporting
Develop and maintain performance dashboards and reporting tools.
Track KPIs, milestones, risks, and initiative progress.
Prepare clear and accurate reports for leadership and stakeholders.
Communicate performance information and project status effectively.
Change Management
Support change management activities related to business processes, systems, and operational changes.
Assist with stakeholder engagement, communications, readiness, and adoption activities.
Help organizations transition effectively to new processes and ways of working.
Documentation & Compliance
Develop and maintain process documentation, SOPs, reports, recommendations, and implementation materials.
Ensure project activities and deliverables follow applicable federal, state, and agency requirements.
Maintain accurate and high-quality documentation to support implementation and sustainability.
Stakeholder Engagement & Facilitation
Lead and facilitate meetings, workshops, workgroups, and collaborative sessions.
Work effectively with technical and non-technical stakeholders at multiple organizational levels.
Facilitate cross-functional collaboration and stakeholder alignment.
Present findings, recommendations, risks, and decisions clearly to leadership and stakeholders.

Technical Skills
Strong proficiency with:
Microsoft Excel
Microsoft Word
Microsoft PowerPoint
Microsoft Teams
Experience with Power BI or similar business intelligence/reporting tools is beneficial.
Preferred Qualifications
Professional experience in business analysis, process improvement, project management, or performance management.
Experience supporting strategic initiatives, organizational transformation, or enterprise-level improvement programs.
Experience in government, public health, finance, or another regulated environment is preferred.
Experience creating:
Executive-level reports
Dashboards
Process maps
SOPs
Implementation documentation
Lean Six Sigma, project management, change management, business analysis, or related certifications/training are preferred.
