Position Overview

SCDPH is seeking a Systems Business Analyst to support Microsoft Dynamics 365 and other agency IT systems. The BA will gather requirements, support testing, provide system support, and work with business and technical teams.

Key Responsibilities

• Gather and document business requirements.

• Create user stories, acceptance criteria, process flows, and functional documentation.

• Support D365 and Microsoft Power Platform applications.

• Develop test cases and scenarios and support UAT.

• Provide system and user support.

• Troubleshoot system and data issues.

• Manage user permissions and security.

• Maintain SharePoint content and system documentation.

• Monitor data quality and usage reports.

• Support system testing and production validation.

• Create training materials and assist with user training.

• Work with IT and business stakeholders to identify system improvements.

• Follow agency security and documentation standards.

Required Skills

• 3+ years of State Government Public Health experience.

• 6+ years of experience creating test cases and test scenarios.

• 6+ years of experience with Dynamics 365 and Power Platform.

• Experience with Power Apps, Power Automate, Power BI, and Dataverse.

• 6+ years of experience with Microsoft Office 365.

• Experience with Word, Excel, PowerPoint, Outlook, Teams, and SharePoint.

• 6+ years of experience with ticketing systems.

• Strong communication and analytical skills.

Preferred Skills

• Experience with CDC, HIPAA, and CJIS security/data classification.

• Microsoft Visio.

• Knowledge of IaaS/PaaS, tenant governance, and AzureC High.

• Public health or healthcare technology experience.

Education

Bachelor’s or Master’s degree in a relevant field or equivalent experience.
