Senior Program Manager

Title: Senior Program & Portfolio Manager (NASA SEWP VI & LBNL Account Lead)

Essnova Solutions, Inc. is seeking an adaptable, coachable Senior Program & Portfolio Manager to serve as the operational lead for our NASA SEWP VI and LBNL contract vehicles.

In this role, you will take full ownership of task order execution across cost, schedule, and technical performance while driving rapid proposal turnaround. The ideal candidate thrives in fast-moving environments, makes decisive data-backed calls, and works seamlessly with recruiting and proposal teams to deliver results.

Key Responsibilities

• Manage cost, schedule, scope, technical performance, deliverables, and subcontractor relationships across all active task orders.
• Lead the end-to-end task order response lifecycle under NASA SEWP VI and LBNL, including compliance, outlining, writing/editing narratives, and timely submission.
• Standardize and streamline rapid bid/no-bid evaluation processes to triage high-volume vehicle solicitations quickly and efficiently.
• Partner closely with recruiting to quickly identify, qualify, and place key personnel and billable labor categories (LCATs) on active programs and priority task order bids.
• Act as primary operational interface for government Contracting Officers, CORs, and teaming partners.

Qualifications

• Highly flexible mindset with a strong eagerness to learn new tools, processes, and domains quickly.
• Hands-on management experience with major GWACs or large IDIQs (e.g., NASA SEWP, GSA MAS/OASIS, CIO-SP).
• Proven experience managing, writing, and submitting compliant federal task order proposals.
• Solid background managing program budgets, burn rates, DCAA/FAR compliance, and project schedules.
• Experience defining staffing requirements, vetting technical personnel, and managing subcontractor allocations.
• Experience with the federal proposal and program management toolset, including GovWin, SAM.gov, Deltek Costpoint, Unanet, HubSpot, and proposal-management platforms.
• Experience working directly with Contracting Officers and CORs, and coordinating with teaming partners and subcontractors.
• Eligible to work in the United States.
• 8+ years of federal program or project management experience preferred.
• Experience partnering with recruiting on key personnel is a plus.
• Direct federal business development/capture experience, PMP or Shipley certification, and an active Secret clearance or ability to obtain and maintain one are all a plus.
