Job Description

Duties

  • Serve as a Requirements and Combat Developments Specialist for the command, in support of capability development efforts.
  • Advise the command on: Mission Area Analysis (MAA), Analysis of Alternatives (AoA), Concept of Employment/Operations, acquisition and resourcing strategies.
  • Manage and implement programming strategies for all Program Objective Memorandum (POM) issues.
  • Assist senior level officials requirements by implementing objectives for assigned capability and sub-capability areas.
  • Brief organization leadership on program issues and POM development, to include current status and problems, possible solutions, and recommend the organization position.
  • Analyze and make resourcing recommendations to enhance operational effectiveness, resource efficiency, resolve funding issues on program initiatives, and affordabilty across multiple programs and functions
  • Perform item management, triage of urgent operational requirements, and interface with acquisition program management offices.
  • Direct the preparation of mission analysis, course of action development and validation as the primary point of contact throughout the process.
  • Review peers work for adequacy and compliance with instructions and policy. Requirements Conditions of employment

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance or access for the duration of employment.
  • This position is subject to a pre-employment urinalysis screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • This position has a Temporary Duty (TDY) or business travel requirement of 20% of the time.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Specialized Experience GS-12: One year of specialized experience which includes 1.) tracking project schedules, budgets, and procurement documentation to assist with the routine lifecycle management of organizational systems; AND 2.) Gathering operational performance data and capability metrics to support qualitative analyses of organizational readiness and efficiency; AND 3.) Identifying routine operational shortfalls and resource issues to help higher level analysts formulate effective corrective actions; AND 4.) Compiling research findings and technical data to assist management with briefings that advance organizational mission objectives..

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

Presenting research findings and technical recommendations to management to support the advancement of organizational mission objectives.
